The NYC Department of Design and Construction, Division of Engineering Audit Office seeks an Engineering Audit Officer. The candidate will manage a staff of a director, deputy directors and auditors, and be in charge of the audit and final certification of all divisions' capital design and construction payment requisitions and change orders within the NYC Comptroller's Directive No. 7 guidelines, City and State Laws, and contract requirements. The Engineering Audit Officer will ensure that all payments are audited promptly while ensuring detailed examination of payment requisitions to confirm that the City has received the appropriate value before issuing payments. The selected candidate will be managing engineering auditors handling and processing a wide variety of contracts and complex payment requisitions; reviewing all audit findings related to payment requisitions, and arbitrating disputes among contractors, consultants, and Engineering Audit Office staff, while taking into consideration relevant information from all parties, City regulations, along with terms and conditions of contracts. The Engineering Audit Officer is responsible for protecting the City's interests by rejecting payment requisitions if major defects are found or withholding an amount proportionate to the value of the disputed work from the payment requisition, pending receipt of documented cost justifications. In addition, the candidate will oversee the validity and cost reasonableness for change orders and expanded work order requests.

ADMINISTRATIVE ENGINEER - 10015
1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
Candidates should have extensive construction, auditing, and municipal experience. Knowledge of the City's applicable regulations and directives is required.
