Job Description

The Office of Child Support Services (OCSS) Division of Enforcement Operations, Administrative Enforcement Unit, is responsible for enforcing court-ordered child support and ensuring that noncustodial parents receive proper due process before enforcement actions are taken. The unit’s primary mission is to ensure non-custodial parents provide financial support for their children. The Administrative Enforcement Unit has a variety of enforcement tools at its disposal to carry out the child support program’s enforcement mandate. These tools include income withholding orders, medical support orders, property executions, income tax refund intercepts, driver’s license suspension and other professional license suspensions, and denial of passports. The Caseworker in the Administrative Enforcement Unit performs a broad range of child support enforcement services and activities to assist clients to support their children whether the family lives in New York or in a different state.
Under general direction of a Supervisor within the Administrative Enforcement Unit, the Caseworker will serve as an Enforcement Worker to perform the functions listed below.
The Office of Child Support Services (OCSS) is looking to recruit four (4) Caseworkers who will:
- Ensure non-custodial parents comply with child support court orders.
- Conduct case analysis to make determinations on and respond to administrative challenges; mistake of fact claims and correspondence and ensure appropriate due process before administrative enforcement actions are taken.
- Ensure that employers comply with terms of Income Withholding Orders to garnish non-custodial parents’ paychecks.
- Ensure child support cases are subject to enforcement actions as appropriate.
- Contact custodial and non-custodial parents, financial institutions, employers, and other jurisdictions regarding child support cases as appropriate.
- Refer noncustodial parents to employment services, OCSS debt reduction services and Family Court as appropriate.
- Document the actions taken in the NYS child support database (ASSETS) and the unit’s Case Management Tracking System (CMTS).
- Identify and prepare cases to submit to court for judicial enforcement or modification.
- Engage in special projects as may develop within the program areas.
Hours: 9:00pm to 5:00pm

1. A baccalaureate degree from an accredited college or university accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA).
Additional Information: Section 424-a of the New York State Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-care responsibilities is or has been the subject of an indicated child abuse and maltreatment report on file with the State Central Register for child abuse and maltreatment. State Central Register screening will be conducted prior to considering a candidate for employment as a Caseworker. Candidates who have been the subject of an indicated child abuse and maltreatment report will not be assigned to any position which requires child-care responsibilities. Employees who have been the subject of such a report may be reassigned or terminated from employment from their positions as Caseworker.
