The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The DEP Office of Energy and Resource Recovery Programs (DEP Energy Office) is housed within the Commissioner’s Office and is committed to implementing energy management best practices across DEP’s portfolio of buildings and operating facilities to help the City meet its ambitious greenhouse gas emissions and energy reduction goals. The DEP Energy Office works to track overall energy usage and identify energy-saving opportunities in buildings; implement energy-efficient operations and maintenance practices; deliver energy efficiency retrofit projects; and provide energy and resource recovery performance tracking, program assessment, scientific research, emergency planning, and internal auditing services. This position will be the Energy Program Manager and will work under the direction of the Director of the DEP Energy Office.
Responsibilities will include but are not limited to:
- Serve as lead, or support the lead, on efforts such as strategic planning, policymaking, procurements, contracting, training, scientific research, studies, projects, and/or other tasks performed by the DEP Energy Office in support of the citywide sustainability, energy, and greenhouse gas goals. Monitor and report on progress and completion of initiatives. Where applicable, seek funding, external or otherwise, for these initiatives, and submit or process invoices.
- Represent the DEP Energy Office during sustainability, energy, and greenhouse gas planning and implementation initiatives. Attend conferences, workshops, panels, site visits, meetings, and/or other forums to present on the DEP Energy Office’s initiatives and to ensure that DEP’s best interests are represented. Support and advise the DEP Director of Energy and other Energy Office staff in their roles of representing DEP in these settings as needed.
- Supervise full-time and/or intern staff conducting research and investigations on specific energy issues such as the design, execution, and interpretation of data and studies to analyze energy consumption, cost trends, projections, and root causes, or the development of appropriate metrics for improved energy and greenhouse gas management. Instruct personnel in DEP Energy Office data needs, research methods, and reporting requirements.
- Perform data analysis, policy analysis, and research on varying topics related to sustainability, energy, greenhouse gases, and DEP operations as needed, and make and record observations on agency activities and progress. Recommend actions for energy management improvements based on these analyses, research, and observations.
- Design, execute, and interpret data and studies to analyze energy consumption, cost trends, projections, and root causes, and recommend actions for energy management improvements.
- Develop appropriate metrics for improved energy and greenhouse gas management. Research, collect, track, and maintain agency-wide energy data records and data related to biological processes using manual and automated systems and tools. Determine data gaps and devise plans to collect such data for metrics development.
- Participate in ad hoc projects as they arise.
- Provide overall support for the DEP Energy Office’s mission.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
The ideal candidate will bring the following skills and experience to this position: - A bachelor’s degree in engineering, applied science, or approved equal. - A master’s degree in engineering, applied science, or approved equal. - 15 years of experience in project management in the water/wastewater sector. - Strong understanding of energy management, water and wastewater systems, and treatment process engineering. - Experience with the design and construction of energy efficiency retrofit projects in existing buildings, especially diverse buildings varying in age, size, and use. - Strong technical project management skills, including project planning, scope development, design and construction management, and project close-out. - Ability to direct the work of technical consultants and effectively communicate with technical staff. - Ability to effectively communicate with non-technical stakeholders, including the public, about projects. - Certified Energy Manager (CEM) Certified Energy Auditor (CEA) Certified Building Commissioning Professional (CBCP) or Existing Building Commissioning Professional (EBCP) Building Operator Certification – Level 1 and/or LEED AP credentials. - Professional Engineer license. - Strong written and verbal communication skills - Commitment to customer service and demonstrated ability to effectively manage simultaneous projects.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
