Job Description

The NYC Department of Sanitation (“DSNY”) promotes a healthy environment through efficient management of the City’s solid waste and environmentally sound long-range planning to handle New Yorkers’ recycling and garbage. DSNY is the world’s largest sanitation department, collecting more than 10,500 tons of residential and institutional garbage and 1,760 tons of recyclables every day. NYC businesses generate another 9,000 tons of material daily, which is collected by private carting companies. DSNY also clears litter, snow, and ice from some 6,500 miles of streets, removes debris from vacant lots, and clears abandoned vehicles from City streets.

The DSNY Energy Team is housed within the Bureau of Building and Maintenance. The DSNY Energy Team is committed to implementing energy management best practices across DSNY’s portfolio of buildings and operating facilities to help the city meet its ambitious greenhouse gas emissions and energy reduction goals. The team works to track overall energy usage and identify energy-saving opportunities in DSNY buildings; deliver energy efficiency retrofit and clean energy projects; implement energy-efficient operations and maintenance practices; and support energy management training and behavioral change. The person in this position will serve as the Energy Manager for DSNY, working under the direction of the existing Senior Energy Manager.

Responsibilities

- Troubleshooting existing building control systems: Helps remedy control system issues. Reviews programming logic and retro-commissions equipment in the event of workstation failures. Helps eliminate the need for service calls due to programming issues and temporary downed equipment. Makes changes to BMS programming as required to improve operational efficiency.

- Performing design review and commissioning for new building control systems: Serves as a field commissioning engineer in charge of managing point-to-point checks, pre-functional testing, and functional testing of new control systems at multiple facilities.

- Tracking energy usage and energy cost savings associated with new and upgraded building control systems: Helps assess and track energy usage and cost savings associated with upgraded building control systems.

- Supports effective management of controls contracts: Ensures proper vetting of solutions offered by controls contractors. Provides quality control of network architecture. Ensures contractor responsiveness.

- Managing controls documentation: Maintains a living configuration management matrix of all configurable items for building management systems. Helps keep accurate records of all control points, point calibration dates, and performance metrics. Helps consolidate all control drawings for projects into a single database. Helps keep records of all backup programs.

- Helping to integrate controls into daily operations: Supports design, construction, programming, and integration of new control systems and repair of existing control systems in collaboration with DSNY trades and IT.

- Supporting Load Management and Demand Response participation: Provides technical, analytical, and administrative support to advance DSNY’s participation in the Demand Response and Load Management Programs. Facilitates the enrollment of new facilities in the programs and supports current facilities’ participation and performance. Sets up trending for all critical control points and analyzes data associated with the points. Presents analysis findings to support DSNY’s Load Management efforts and identify and prioritize BMS funding requests. Serves as the point person for new LM efforts underway at DSNY, collaborating closely with staff at DEM.

- Providing other necessary support to the DSNY Energy Team: As needed, support the DSNY Energy Team in other areas.


Minimum Qualifications

(1) An associate degree in electrical construction and instrumentation, electrical engineering technology, mechanical engineering technology, electromechanical engineering technology, or electronic engineering technology from a college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), AND one year of full-time satisfactory experience within the last ten years in the installation, maintenance and repair of electronic instrumentation and control systems, including microprocessors, and electrical and pneumatic instrumentation and control systems; or

(2) Graduation from a trade, technical or vocational school approved by a State’s Department of Education or a recognized accrediting organization with a major course of study in electrical, electronic, electromechanical or mechanical technology AND three years of full-time satisfactory experience as described in "1" above; or

(3) A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization AND four years of full-time satisfactory experience as described in "1" above.

College education leading to a degree in one of the areas of study described in "1" above may be substituted only in "2" or "3" above for a maximum of three years of experience at the rate of 30 semester credits for one year of full-time satisfactory experience.

Driver License Requirement: By the time you are appointed to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension(s) or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

1. To be assigned to Assignment Level II candidates must, in addition to meeting the minimum qualification requirements noted above, possess an additional one year of full-time satisfactory experience as described in "1" above, for a total of five years of experience.

2. To be assigned to Assignment Level III candidates must, in addition to meeting the minimum qualification requirements noted above, possess an additional two years of full time satisfactory experience as described in "1" above, for a total of six years of experience.

License Requirement:
2. At the time of appointment or assignment to Assignment Level III, employees may be required to possess a Federal Communications Commission license for
radio repairs.


Preferred Skills

The ideal candidate will bring the following skills and experience to this position: - Experience with commissioning building automation systems, specifically Niagara AX- and Niagara 4-based systems. - Niagara 4 Advance Technical Certification. - Familiarity with technical project management operations, including project planning, scope development, design and construction management, and project close-out. - Familiarity with NYC mechanical and energy codes. - Building Operator Certification credential. - Demonstrated commitment to customer service, specifically as it relates to working with trades and trades unions. Preferred Certifications The ideal candidate will have the following: o Niagara 4 Certified Technician o Building Operator Certification o Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) o Certified Building Commissioning Professional (CBCP) or Existing Building Commissioning Professional (EBCP) o LEED AP credentials

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
