DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Energy Data Analyst will work within DEM’s Energy Supply unit, under the guidance of the Senior Program Manager for Energy Billing Analytics, but in extremely close coordination within the Energy Supply Unit and DEM’s other units. This role is critical to leveraging data-driven methodologies to inform and enhance our energy management strategies.

Working collaboratively with interdisciplinary teams, this individual will apply advanced analytics techniques to extract actionable insights from our energy-related data. Their efforts will directly impact our pursuit of heightened energy efficiency, cost reduction, and the advancement of sustainability initiatives within the City of New York.

The selected candidate will be charged with responsibilities including, but not limited to, the following:

1. Data Exploration and Visualization: Utilize data visualization tools and techniques to explore and present complex energy datasets in a clear and accessible manner. Create interactive dashboards that facilitate data-driven decision-making.

2. Advanced Energy Data Analysis: Apply statistical methods, machine learning, and predictive modeling to analyze energy consumption patterns, identify anomalies, and develop forecasts. Leverage data science algorithms to uncover hidden insights.

3. Energy Cost Management:| Support in developing strategic portfolio-level plans, projects, and programs to drive performance improvement, optimization, or operational efficiencies. Work closely with colleagues from various departments, including energy budgeting, operations, and sustainability, to integrate data science insights into decision-making processes.

4. Performance Metrics | Define and track key performance indicators (KPIs) related to energy consumption and efficiency. Continuously assess the effectiveness of energy initiatives.

Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The preferred candidate will bring the following skills and experience to this position: - A Master of Science degree in business data analytics or social sciences. - At least four years of relevant full-time professional experience, ideally working in the energy policy or energy management field. - Demonstrated interest in energy management and sustainability. - Knowledge of northeast electricity markets and experience interacting with NYC-area Local Distribution Companies. - Knowledge of City government operations and NYC’s energy and emissions reduction efforts, including relevant policy, legislation, and programs. - Exceptional oral and written interpersonal communication skills. - High capability to operate as a strategic thinker and problem-solver who can identify multiple paths to overcoming challenges. - High level of initiative is entrepreneurial and not satisfied with “business as usual.” - High level of productivity: able to meet and even exceed deadlines and handle multiple responsibilities simultaneously supremely organized, detail-oriented, and flexible

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
