The New York City Housing Authority (NYCHA) is the largest public housing authority in North America. NYCHA is home to approximately 3.9% of New York City’s population: it provides housing for more than 400,00 New Yorkers through its public housing and Section 8 leased housing programs. NYCHA is comprised of 274 developments across the five boroughs of NYC, consisting of approximately 161,585 apartments in 2,103 buildings.

NYCHA’s Emergency Management & Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external.

EMSD is seeking to hire a Training & Exercise Associate to work with the Training & Exercise Coordinator, reporting to the Administrator and/or Deputy Director of the EMSD’s Preparedness Unit. Under general supervision, with latitude for independent initiative and judgment daily responsibilities as a Training & Exercise Associate include but are not limited to the following:

Key Responsibilities:
1. Assist in Developing and Implementing Training, Testing and Exercise (TT&E) Program: Support the design and execution of a comprehensive (TT&E) program that aligns with the overall Comprehensive Emergency Management Plan (CEMP).
2. Assist with Training Collaboration: Work alongside the authority’s Learning Management System (LMS) team to ensure all employees are properly trained and evaluated in the National Incident Management System (NIMS) and specific Incident Command Structure (ICS) roles.
3. Support Coordination with Planning and LMS: Assist in coordinating efforts with the department’s planning coordinator and NYCHA’s LMS to ensure employees are tested and evaluated according to the CEMP.
4. Assist in Developing Training Materials: Contribute to the development of materials such as training guides, exercise plans, playbooks, and job aids to support the TT&E program.
5. Assist with After-Action Reports and Improvement Plans (AAR): Aid in the creation of AARs and Improvement Plans following exercises.
6. Maintain Spreadsheets: Regularly update and manage various spreadsheets using Excel to track training progress, schedules, and other relevant data.
7. Assist with Training Scheduling: Help remind and schedule internal staff for required training sessions, ensuring all necessary participants are informed and prepared.

Additional Responsibilities:
1. Support Project Documentation: Assist in creating and managing project-related documents including schedules, project plans, presentations, meeting agendas, minutes, status reports, and performing administrative duties. Help monitor and track emergency messages and notifications as needed.
2. Support Emergency Response Efforts: Assist in supporting the agency’s emergency response efforts coordinated by the Emergency Management & Services Department (EMSD), including providing support for assignments within an activated NYCHA Emergency Operations Center (EOC).

1. Selected candidate may be expected to work non-business hours including weekends and holidays during emergency activation and participate in drills, exercises, presentations, and community events.

Minimum Qualifications

1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.


Preferred Skills

1. Proficiency in a language in addition to English (preferably Spanish, Chinese, or Russian) 2. Demonstrate knowledge of New York City’s emergency management landscape like the Citywide Incident Management System (CIMS) 3. Ability to work in a high-pressure environment and under stringent deadlines. 4. Ability to manage multiple assignments and handle sensitive information. 5. Completion of ICS or CIMS 100, 200, 700, 800, 120, and HSEEP training 6. Proficient with Microsoft office applications (Word, Excel, Teams, Project, Power Point) 7. Demonstrate work experience in the creation and maintenance of trainings & exercise. 8. Strong verbal and written communication skills to effectively convey information to government internal and external partners. 9. Works well within a team structure.
