The New York City Housing Authority (NYCHA) is the largest public housing authority in the nation. NYCHA is home to approximately 4.6% of New York City’s population: it provides housing for more than 580,000 low-income New Yorkers through its public housing and Section 8 leased housing programs. NYCHA is comprised of 325 developments across the five boroughs of NYC, consisting of approximately 175,600 apartments in more than 2,400 buildings.

NYCHA’s Emergency Management and Services Department (EMSD) is charged with responding to all emergencies and hazards impacting essential services and day-to-day operations, to include large-scaled disasters. EMSD accomplishes this responsibility with a strategic network of public and private partners to ensure the protection of NYCHA’s infrastructure and the preparedness of its stakeholders, both internal and external. EMSD was formed in April of 2022 with the merging of NYCHA’s Office of Emergency Management and Emergency Services Department.

Reporting directly to the EMSD Response Administrators, under the Deputy Directors’ supervision, the Field Coordinator’s responsibilities include but are not limited to the following:

1. Assist the EMSD Administrators with daily tasks in preparation and managing of the field response personnel.
2. Respond to emergencies and support the EMSD Administrators and/or Property Management staff with information management, command post support and interagency coordination.
3. Assist Property Managers and/or Development Staff throughout all phases of emergencies to ensure that incident goals and objectives are established, information sharing is facilitated, and resource requests are processed in a timely manner.
4. Provide expertise in coordination efforts during emergency responses and recovery operations to ensure timely and efficient progress of incidents, event resolution and eventual recovery.
5. Draft reports and documents needed for after actions, incident reporting, and other emergency management related documents used to assist in emergency response.
6. Serve as municipal representative for various citywide emergency management meetings and events.
7. Assist with the dispatching and coordination of Field Coordinators in the field.
8. Assisting NYCHA EMSD with various projects with guidance from NYCHA EMSD leadership.
9. Respond to emergencies 24/7 as well as working non-typical shifts including weekends and holidays.
10. Perform base location assessment of inventory to ensure adequate supplies and materials are available for support operations.
11. Perform additional duties and/or tasks assigned by EMSD management.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

1. A baccalaureate degree in Public Administration, Public Health, Emergency Management, or a related field from an accredited college. 2. Proficiency in a language in addition to English (preferably Spanish, Chinese, or Russian) 3. Excellent verbal and written communication skills. 4. Excellent conceptual, organizational, and analytical skills. 5. Practical experience in a planning, response or recovery role of a large-scale real-life disaster or planned event. 6. Completion of ICS or CIMS 100, 200, 700 and 800 training. 7. Demonstrated knowledge of New York City’s emergency management landscape. 8. Ability to work under stringent deadlines, manage multiple assignments, and handle sensitive information. 9. Ability to work cooperatively with other departments, government agencies, elected officials, and the public. 10. Possession of valid driver’s license in good standing.
