The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

*This is a temporary position until 2026

Under the supervision of the Labor Investigator or other designee, with some latitude for independent judgment and decision-making:

- Receives training in and performs research and analyses into collective bargaining agreements, civil service and labor laws, and other material pertinent to labor relations.
- Coordinates and participates in labor management meetings and grievance hearings.
- Provide guidance on Step I hearings, train to perform Step II hearings, and assist in preparing Step III hearings.
- Liaises with internal and external parties, including but not limited to unions and union representatives and other city agencies.
- Liaise with DOHMH-ELU as appropriate.
- Implements the administration of conditions and benefits stipulated from labor negotiations and grievance settlements.
- Drafts grievance hearing briefs and stipulations, as needed.
- Provides guidance to agency personnel on labor-related and disciplinary issues.
- May draft and conduct training as needed.
- Assists in the agency’s performance management program, including providing guidance to supervisory staff and fielding inquiries, as needed.
- Maintains spreadsheets, reports, and other information to track grievances, employee discipline, and performance management metrics.
- Performs audits to ensure the agency is in compliance with the terms outlined in collective bargaining agreements.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, and/or security, or in a major operational area of the agency in which the appointment is to be made; or

2. A baccalaureate degree from an accredited college; or

3. Education and/or experience equivalent to "1" or "2" above.

Residency Requirement

New York City residency is required within 90 days of appointment. However, City employees in certain titles who have worked for the City 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County
