Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:

With an annual budget of $2.3 billion and more than 6,000 employees throughout the five boroughs, the New York City Department of Health and Mental Hygiene (NYC DOHMH) is one of the largest public health agencies in the world, serving 8 million New Yorkers from diverse ethnic and cultural backgrounds. NYC DOHMH's Office of Emergency Preparedness and Response (OEPR) was created to promote DOHMH's and NYC's ability to prevent, prepare for, respond to, and recover from health emergencies. OEPR coordinates agency- and healthcare system-wide emergency planning, exercises and training, evaluation, information sharing, operations and logistics and coordination with healthcare partners, community stakeholders, City, State & Federal partners.

EPR's work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind, OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPR's efforts to combat the harmful effects of systemic injustices on communities focuses on working towards the most equitable post-disaster public health outcomes possible.

The Healthcare System Readiness unit plans and implements NYC's programming dedicated to supporting the City's healthcare system in responding safely and effectively to emergencies. This includes development and management of the NYC Healthcare Coalition (NYCHCC) and its sub-recipients, ensuring that their activities contribute to advancing the program goals and mission.

This program is also actively involved in contributing to the critical Citywide health and medical planning and response efforts, working with an array of partners and ensuring that the DOHMH Healthcare System Support Branch is prepared to respond to public health impacts of emergencies.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Manage the Healthcare System Support Branch (HSSB) emergency response group (ERG) through the Incident Command System coordinator model: attend biweekly ICS Coordinator meetings; convene HSSB Leadership meetings as needed; complete OEPR ICS-related projects, as assigned; and update ERG materials and staff assignments, as needed.

Coordinate intra-agency projects to address corrective actions assigned to HSSB

Perform strategic planning for HSSB advancement and capacity building, specifically by coordinating scheduling for on-call rotations, ensuring adequate staffing rosters and training for rostered staff and leadership and developing response actions or objectives in emergency response plans (or incident action plans)

Lead HSSB in implementing a response dashboard to monitor the status of the NYC healthcare system during emergencies and provide data for after action reporting

Staff the Healthcare Systems Support Branch of the NYC DOHMH's Incident Command System when activated and complete emergency response trainings

Support DOHMH's Healthcare Systems Readiness unit by coordinating with the Senior Director of Healthcare Programs, focusing on healthcare coalition projects designed to increase healthcare system engagement and improvements in preparedness; provide programmatic oversight of vendors and/or budgets as needed to support Healthcare System Readiness programs

Serve as NYC DOHMH healthcare liaison officer to agencies and healthcare delivery partners

Manage emergency preparedness equipment (ICS Boards, ICS Vests, Med Sleds, Fit Testing Kits, Emergency Evacuation Tags, etc.) o Maintain routine correspondence with equipment vendor(s) and NYC DOHMH Grants Management pertaining to purchases and required requisition forms o Coordinate and monitor the delivery and distribution of equipment to NYC Healthcare facilities; maintain package slip information; ensure and document delivery of equipment o In coordination with vendors and internal NYC DOHMH staff, coordinate equipment trainings, if needed; responsible for: registration, agenda development, training logistics

Assist with coordination/logistics for meetings, presentations, and webinars for all current sectors under the purview of the unit, as needed; assist as scribe and or during registration

Establish and maintain strong relationships with key partners including government, community partners, facilities, institutions, networks, stakeholders, and associations in support of citywide response objectives

Assist with the development and updates of Bureau and NYC Healthcare Coalition continuity of operation plans (COOP)

Provide research and benchmarking capabilities for threat analysis and hazard vulnerabilities

Support the development of healthcare resource inventories and other local, state, and federal reporting requirements

Participate in and contribute to continuous evaluation and improvement of citywide approaches to health and medical emergency response, including coordinating healthcare delivery system trainings and exercises

Lead all operational efforts with a health-equity lens that help defeat structural racism and advocate for the disadvantaged

Preferred Skills

Completion of FEMA IS-100, 200, 700, and 800 Experience with stakeholder engagement and project management. Excellent communication (verbal & written) and interpersonal skills. Strong analytical skills and ability to manage and report complex information. Experience with data collection, analysis and interpretation.
