New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Readiness Bureau prepares the City for emergencies through a continuous cycle of planning, learning, and exercising, using a collaborative and forward-thinking approach.
NYCEM oversees the running of the Emergency Operations Center (EOC) as a central location for coordinating response efforts, centralized decision-making, gathering and disseminating information, and allocating and deploying resources. The EOC Unit is responsible for leading programs that improve the City’s Emergency Operations Center functions and NYCEM for activations.
The Emergency Operations Center (EOC) Program Manager is responsible for supporting programs that improve the City’s EOC operations, including through technology use in emergencies. The EOC Program Manager will liaise with NYCEM staff, NYCEM vendors, partner agency/organization stakeholders, and application developers to implement and refine EOC technologies that collect, process, and share real-time emergency information. The ideal candidate should have strong skills for project management, comfort learning different technologies as a user, and an interest in emergency management.
The EOC Program Manager will report to the EOC Director and will conduct the following duties:
- Lead the implementation of new technologies for staff use in New York City’s EOC.
- Coordinate with application developers, subject-matter experts, and NYCEM and partner staff to refine and begin use of new technological tools.
- Create staff-focused trainings, reference guides, and other supporting materials for technology use in EOC operations, in collaboration with the NYCEM Learning & Development and Exercises Units.
- Support cross-agency efforts to improve situation reporting processes, systems, and templates.
- Support the development and regular maintenance of EOC-focused processes and materials.
*PLEASE NOTE: The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.
1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s
department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
- Excellent organization, project management, and facilitation skills - Excellent oral and written communications skills - Experience with quantitative and qualitative data management and visualization tools - Ability to work on and lead multiple projects concurrently - Strong Microsoft Office and Microsoft 365 skills - Interest in emergency management and disaster response
