The New York City Department of Social Services’ Emergency Management Division’s (DSS EM) responsibilities encompass the planning & preparedness for, and response to, all-hazard emergencies in support of the NYC Department of Social Services (DSS), and citywide public safety initiatives. The EMOU serves as DSS’ planning, preparedness & operations liaison to local, state, and federal public safety & emergency humanitarian service partners including but not limited to the Mayor’s Office, NYC Emergency Management (NYCEM), NYPD, FDNY, Department of Sanitation, Department of Health & Mental Hygiene, Department of Education, Department of Parks & Recreation, Department of Transportation, FEMA, NY State Division of Homeland Security & Emergency Services, and the American Red Cross.

Members of the DSS EM execute citywide emergency responsibilities, participate in inter-agency conference calls & meetings, as well as citywide emergency planning initiatives, trainings, exercises, and special projects. In addition, the DSS EM is responsible for internal agency contingency planning and coordination and for supporting public-facing agency services during emergency situations.

The New York City Department of Social Services Emergency Management Division is seeking to recruit two (2) candidates for the position of Community Coordinator to function as Emergency Management Planner, who will:

- Be responsible for All-Hazards and No-Notice Emergency Response Planning. In conjunction with internal & external stakeholders, actively manage the creation, development, design, and revision of agency contingency plans including but not limited to Continuity of Operations (COOP) Plans, Emergency Actions Plans (EAPs) for client in-take centers, shelters, warehouses, and administrative facilities, Backup Transportation & Fleet Relocation Plans, Pathogen Plans, Emergency Communications Protocols, IT Disaster Recovery Plans, Supply Chain & Supporting Organization Plans, and other planning initiatives.

- Serve as emergency operational lead for New York City Disaster Assistance Service Centers (DASC). Be responsible to all administrative and logistical needs of the Service Center site. This includes long term scheduling, dissemination of situation reports to agency executives, administrative management of site, and delegation of daily duties & responsibilities to DSS EM Volunteer Staff members assigned.

- Review emergency preparedness & response procedures involving interagency coordination. Conduct frequent reviews of any corresponding documents for citywide emergency management planning & coordination initiatives including but not limited to the Citywide Coastal Storm Plan (CSP), the Shelter Command Center Plan (SCC), the Food Access & Logistics Team Protocols, Citywide Winter Weather, Severe Weather, Flash Flood, Heat, Mid-Scale Housing Recovery, Fuel, and Emergency Credentialing Plans, the Citywide Hazard Mitigation Program, the Disabilities, Access & Functional Needs (DAFN) Program, Post Emergency Canvassing Operation (PECO) Program, the Points of Dispensing (POD) Program.

- Be DSS/HRA/DHS lead liaison at emergency management & public safety meetings, conference calls, field-support, and city command centers including the NYC Emergency Operations Center (EOC).

- Lead & conduct meetings with internal & external stakeholders and agency partners.

- Support the program in all additional emergency planning, preparedness, and operations projects & programs including but not limited to technology, equipment, supply, active shooter, and health & safety projects as assigned.

- Develop and implement crisis & disaster strategies to support, participate, and conduct various citywide and agency emergency trainings & exercises, and develop After-Action Reports (AARs).

- Identify policy and procedures inadequacies and provides informed recommendations to supervisors & staff.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Experience applying the concepts, theories, and practices of emergency management to public and/or private sector emergency management/response and/or business continuity plans. - Superior editing and written communications skills. - Superior oral communications skills and the ability to give high-level presentations in various subject matters to a wide range of stakeholders. - Experience managing multiple projects in a high-pressure work environment. - Experience in business process management development. - Strong project management skills and a demonstrated ability to deliver complex projects within specified deadlines. - Strong problem-solving skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
