Job Description

The Urban Park Service (UPS) division consists of three units: Parks Enforcement Patrol (PEP), the Emergency Management Unit and Central Communications. The Emergency Management Unit is responsible for facilitating Parks’ ability to prevent, prepare for, respond to and recover from emergencies. This unit also coordinates agency-wide emergency preparedness planning and response, exercises and training and evaluation of incident response and performance.
Major Responsibilities
- Under the direction of the Director of Emergency Management, with latitude for independent initiative and judgment, perform responsible and difficult administrative, research, analytic and planning functions for the Urban Park Service division.
- Research, conduct surveys and studies, collect and analyze data, produce reports and develop recommendations to improve operations efficiency.
- Work closely with Agency senior management/staff to develop, manage and evaluate all aspects of Parks’ emergency management plans.
- Assist in the facilitation, development and execution of comprehensive agency-wide and multi-agency emergency preparedness exercises, including discussion-based exercises, functional exercises and full-scale exercises.
- Participate in and prepare materials for exercise and training meetings convened by NYC Emergency Management (NYCEM).
- Work with all divisions and units within Parks to coordinate the emergency planning process.
- Serve as a member of the incident command structure during emergency responses, which may require 24-hour availability.
- Participate in activations of the NYC Emergency Operations Center and the NYPD Joint Operations Center.
- Create and deliver presentations that effectively communicate key project findings and recommendations to various audiences including senior management and partner organizations.
- Perform other duties as assigned to support operations of the Urban Park Service division.

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
1. Master's degree in Emergency Management. 2. Prior experience in developing and maintaining Continuity of Operations Plans (COOP) for large organizations. 3. Experience in emergency operations research, planning and response. 4. Proficient in designing and running tabletop, functional and full-scale emergency management exercises. 5. Advanced proficiency in Microsoft Word, Excel, Access and PowerPoint. 6. Training in concepts of the Incident Command System (100, 200, 300, 700, 800 levels) preferred. 7. Outstanding analytical skills. Experience analyzing and identifying appropriate solutions to meet operational needs. 8. Superior writing and oral communications skills. 9. 24/7 staffing availability on short notice. 10. Valid New York State driver license.
