THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE.
ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.
The Office of Childcare Operations provides access to childcare subsidies for eligible families, including low-income families not on public assistance, so they can secure childcare from a provider in their community of choice. One of the main functions of the team is determining eligibility for low-income families seeking childcare. The borough-based offices are responsible for verifying and re-certifying the eligibility of all low-income families.
CFWB has three (3) borough-based Resource Areas (RAs) responsible for verifying and re-certifying the eligibility of all low income (non-TANF) families for voucher child-care services. This includes Eligibility Determination and Administrative which includes Intake, Data Entry/ Scanning & Indexing.
Reporting to the Resource Area, the Intake Team Leader with latitude for independent judgment and decision-making responsibilities include, but are not limited to:
- Provide supervision of staff and oversight of work procedures and activities associated with intake and/or eligibility determination and processing
- Manage work processes and activities associated with intake and/or eligibility determination and processing, including performing such activities as necessary
- Review subsidy applications submitted by childcare programs, and documents submitted by clients
- Compile and prepare reports on case status and processing
- Provide supervision of staff and/or oversight of work procedures and activities associated with scanning and indexing of files, including performing such activities as needed
- Respond to client inquiries re: childcare eligibility and enrollment processes, and provide supervision and guidance to staff in client inquiry responses
- Prepare and distribute work schedules for team members, and coordinate work of individual team members

PRINCIPAL ADMINISTRATIVE ASSOC - 10124
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
