The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized childcare voucher system -- one of the largest childcare assistance programs in the country. ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable childcare at the provider of their choice while they pursue work, education, or training.
CFWB has three (3) borough-based Resource Areas (RAs) responsible for verifying and re-certifying the eligibility of all low income (non-TANF) families for voucher child-care services. This includes Eligibility Determination and Administrative which includes Intake, Data Entry and Scanning & Indexing.
The Eligibility Case Processor is responsible to process and certify eligibility for voucher cases for families in need of childcare. The Eligibility Case Processor will also liaise with the Eligibility Team Leader to ensure that childcare cases are processed accurately and timely according to office procedures and the appropriate state regulations. Specific responsibilities include but not limited to:
- Follow up with community-based programs and providers for additional documentation to complete childcare eligibility/recertification.
- Troubleshoots/responds to inquiries from social service Agencies/childcare programs re: case status.
- Responds to requests from parents/providers/other interested individuals concerning eligibility.
- Review case information and certifies eligibility for the childcare subsidy program.
- Review childcare case documentation and ensure accuracy and compliance with state and local regulations.
- Certify eligibility and/or terminate according to criteria, procedures and regulations.
- Recertify childcare eligibility for families receiving subsidies.
- Update Control Log with relevant case status information.
- Respond to parent’s inquiries re issues with childcare eligibility.
- Liaise with the Central Intake unit re: logging-in cases and assignment to eligibility team.
- Compile and assess the information in mail-in recertification cases.
- Access HRA One Viewer and/or ACCIS to ascertain case and child information.
- May distribute childcare information to parents, providers and programs.
- May scan and index case documents onto the HRA One Viewer.

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.
