Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire an Associate Project Manager III (APM) to serve as the Environmental Health & Safety (EHS) Program and Technical Support Specialist within the Core Services Directorate located in Kingston, NY.
The mission of the Bureau of Water Supply (BWS) Environmental, Health and Safety (EHS) Directorate is to actively promote and support the management and implementation of EHS programs through effective communication, education and continuous improvement strategies in order to protect public health and natural resources and ensure a safe and compliant work environment for all employees.
Under direction of the Director of Environmental Health and Safety, the APM III will assign and oversee EHS review of various projects that have potential impact on BWS staff, facilities, or infrastructure throughout the full geographic range of BWS. The APM III will work closely with other sections of the EHS Directorate, to gain a better understanding of what other sections do and identify synergies, gaps, and redundancies. This will be accomplished through various project phased elements including planning, specification and bid document review, contractor selection, oversight of project contractor and/or consultant, timely completion of project milestones and all other aspects associated with this task. Specific duties include:
- Plan, coordinate, and direct the implementation of the design and construction of capital projects of large scale and complexity.
- Assign, conduct and oversee EHS reviews of various projects that have potential impact to BWS staff, facilities, or infrastructure throughout the full geographic range of BWS.
- Assign, conduct and oversee field and facility inspections/audits/assessments.
- Review and analyze data collected in the field; conduct research and develop appropriate documents and corrective actions.
- Approve, modify, or disapprove recommendations, studies, reports, work plans, contract specifications and other documents recommended by subordinate staff.
- Research and provide technical support on various EHS topics and issues as they arise, lending expertise and interpretation on paths forward to support the Directorate and Bureau
- Routinely reviews and updates BWS policies, procedures, and guidance documents.
- Provide briefings on specific projects to ensure the Director and other impacted parties are updated on progress and needs.
- Provide engineering consultation and approval on projects and drawings related to obtaining and maintaining regulatory compliance and providing a safe workplace for staff.

License Requirement:
- Driver’s license valid in the State of New York.
- Ability to travel to meetings, work facilities, and field locations throughout the 2,000 square mile upstate watershed (both east and west of the Hudson River) and in New York City.
Hours/Shift: This is a part-time position with a maximum of 17 work hours/week.
ASSOCIATE PROJECT MANAGER - 22427
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

- Knowledge of and competency in NYSDEC and USEPA Environmental Regulations - Knowledge of and competency in researching OSHA/PESH Health and Safety Laws and Regulations - Prior experience working with or establishing EHS Management Systems - Proficiency in data analysis - Familiarity with Microsoft Dynamics CRM platform - Proficiency with commercial software products including Microsoft (MS) Word, MS Excel, MS PowerPoint, Outlook, SharePoint - Ability to learn DEP-specific database systems - Ability to perform tasking independently based on general senior leadership direction - Strong interpersonal and communication skills with all levels within the organization - Superior verbal and written communication skills including pubic speaking/instruction - Demonstrated ability to apply and incorporate EHS requirements into operational activities and settings - Supervisory and team management skills including the ability to effectively evaluate and coach subordinate staff - Ability to work effectively when faced with short timelines and evolving priorities - Superior and proven ability to independently research technical information and regulations and provide fact-based, supported interpretations - Strong analytical skills
