Job Description

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.3 billion NYC residents and more than 1 million people in Upstate New York, and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the city’s surrounding waterways.

The Office of Environmental Health and Safety (OEHS) is responsible for maintaining agency-wide environmental and occupational health and safety compliance. Within OEHS, the Environmental Health and Safety (EHS) Performance Measurement & Strategic Planning (PMSP) section is responsible for oversight and management of the agency’s EHS Assessment Program and providing support to BWS’ Process Safety Management and Risk Management programs. The PMSP section also oversees strategic plan development for performance measurement systems that integrate a balanced set of metrics (lagging and leading indicators) and EHS risk management.

OEHS is seeking to fill the position of EHS Management Systems (MS) Data Analyst within the PMSP section of OEHS, located in Flushing, New York. The EHS MS Data Analyst will be under the general supervision of the Director of PMSP, but with significant latitude for decision-making. The EHS MS Data Analyst will perform a wide range of duties under the PMSP section, specifically, they will:

1) Support the strategic development and implementation of an EHS MS agency-wide, including ANSI/ASSP Z10, ISO 14001, and ISO 45001 standards.

2) Research and assist in the development of an EHS MS within OEHS in accordance with NYCDEP EHS Strategic goals.

3) Conduct technical review and interpretation of EHS incident and compliance system data for decision making, including incident reporting and investigation data, audit information, notices of violation, employee concerns, EHS compliance support, and Fleet safety data.

4) Perform detailed analyses and evaluation of EHS compliance system data for trending and communication of EHS performance metrics, including performing comprehensive Quality Assurance/Quality Control, coordination with stakeholders, and identification of system issues.

5) Access and develop EHS performance metrics from various compliance system databases and any other relevant Agency programs and/or systems commonly used by OEHS for providing audit policy/program guidance and direction, following the ANSI/ASSP Z16.1 standard.

6) Performs functions that are integral to support critical decision-making throughout the EHS assessment process, identification of risks through root cause analyses, and development of corrective/preventative actions and continuous improvement items.

7) Maintain strong technical proficiency with the use of technological devices, including tablets and software.

8) Assist with reviewing and developing assessment protocols, identifying EHS assessment resources consistent with industry standards, such as ISO 19011, for implementation, including EHS protocols and checklists to support assessment activities.

9) Lead or participate in conducting facility EHS Assessments throughout the Agency.

10) Participate in special projects that arise out of the mandate of the OEHS.

11) Manage one direct report.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred Skills

1) Ability to use and navigate a laptop/tablet and a desktop computer. 2) Advanced Excel skills and high proficiency with other MS Office tools (Word, Power BI, and PowerPoint). 3) Working knowledge of CRM tools and ability to input, track, and report customer interactions. 4) Knowledge of OSHA, NYS/DOL-PESH, EPA, NYSDEC, NYCDOB, NYCFDNY, and other related environmental, health, and safety regulations. 5) EHS Audit skills, training and experience. 6) Professional Certifications (e.g., CSP, ASP, CPEA, CIH, CHMM, or other EHS-related) and/or Management Systems Lead Auditor Certificate (ISO 14001, ISO 45001, or similar). 7) Strong writing and analytical skills. 8) Virtual and in-person presentation skills. 9) Ability to work independently, requiring minimal day-to-day direction or oversight. 10) Ability to manage and prioritize multiple tasks. 11) Ability to write, review, and edit technical reports, executive summaries, memoranda, and presentations. 12) Ability to collect and analyze relevant data on spreadsheets and other more advanced tools. 13) Ability to work efficiently under pressure and meet restrictive deadlines.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
