THESE POSITIONS ARE ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF STAFF ANALYST.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

The Payment Services Department, within the Division of Financial Services (DFS), is responsible for ensuring all agency contract, subsidy and administrative payments are issued timely, in accordance with governing directives. The Department’s scope includes payments for a variety of program areas, including, but not limited to: Facilities / Utilities, Human Services, Childcare Subsidies, Foster Care, Youth and Family Justice, and Prevention Services. In total, the Department is responsible for the issuance of payments in excess of $2 billion per year.

The Efficiency Data Specialist is responsible for the following:

- Prepare spreadsheets and detailed reports for internal stakeholders and management, as needed.

- Monitor, tracks, and responds to inquiries.

- Provides analytic and technical support – for the review of invoices and issuance of payments – to internal stakeholders; and provider agencies / vendors, as appropriate.

- Facilitate walkthroughs, assisting staff in understanding specific roles / tasks in PASSPort.

- Utilize computer systems and programs such as the Procurement and Sourcing Solutions Portal (PASSPort), the New York City Financial Management System (FMS), the ACS Financial Management System (ACSFMS), MS Excel, MS Outlook, and internal systems to facilitate work assignments.

- Respond to inquiries and assists with all customer service inquiries from ACS staff, contracted providers, and vendors.

- Liaise with MOCS staff, the MOCS Helpdesk; submitting Helpdesk tickets as needed.

- Document standard operating procedures.

- Document solutions for all issues, develop standard response for each solution, and maintain an archive of both.

- Perform related tasks and special projects, as necessary.

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
