The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

The New York City Office of Technology & Innovation is seeking an agency EEO Officer. Reporting to the CTO, the Department’s Equal Employment Opportunity (EEO) Officer is responsible for the following duties:

- Formulating and implementing the Agency’s EEO policy and procedures as required to comply with all applicable Federal, State and Local laws;
- Reviewing all appropriate sources of law, including court decisions, and recommending changes in Agency policies, procedures, rules and regulations to comply with applicable laws;
- Monitoring and reviewing the Department’s employment practices, including recruitment, job postings, selections, promotions, performance evaluations, transfers, and separations to ensure compliance with applicable laws and City EEO guidelines;
- Advising executive, managerial, and supervisory staff on EEO matters and meeting with them regularly to ensure that best practices are followed in connection with all employment decisions, including selection, transfers and promotions;
- Conducting and/or overseeing internal EEO investigations and preparing advisory memos, investigative reports, including recommendations for complaint/issue resolution. Conducting mediation sessions/alternative dispute resolution when needed;
- Ensuring that all EEO policies and procedures are disseminated to all Agency staff;
- Developing, conducting and/or coordinating all EEO-related training for all Agency staff, including training EEO counselors;
- Working with senior executives to develop strategies to improve diversity and promote a more inclusive workplace;
- Serving as the Department’s Accessibility Coordinator including processing requests for reasonable accommodations and working with the Mayor’s Office for People with Disabilities;
- Serving as the Coordinator for the 55-A program;
- Supervising and directing the work of EEO staff;
- Working with external agencies such as the Department for Citywide Administrative Services and the Law Department to comply with City requirements specific to diversity and EEO as well as any court and local, state and federal mandated requirements
- Compiling statistical data on EEO matters and preparing all required reports for submission to the Office of Citywide Equal Employment Opportunity and the Equal Employment Practices Commission;
- Developing strategies and initiatives specific to diverse workforce planning, fostering and maintaining an inclusive workplace culture, and designing diversity and inclusion leadership competencies;
- Assisting Human Resources and Learning and Organizational Development with creating best practices to enhance workplace morale and identifying and developing high potential talent;
- Performing related work as directed by the Commissioner;
- Handle special projects and initiatives as assigned.


Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.


Preferred Skills

The preferred candidate should possess the following: - Extensive knowledge of EEO - Experience conducting mediation to resolve conflicts - Experience conducting non-disciplinary employee investigations - Experience working in EEO in in NYC government.
