The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The New York City Department of Social Services (DSS)/Office of Equal Employment Opportunity (EEO) is recruiting for one Investigator Discipline III to function as an EEO Counselor who will:

- Conduct investigations into allegations of discrimination and sexual harassment, review
and respond to requests for Reasonable Accommodation..

- Provide training to agency employees regarding EEO Policies and Diversity and
Inclusion initiatives.

- Investigate EEO complaints of discrimination and sexual harassment in order to properly
assess violations of agency policy and recommend and initiate corrective action.
Duties include composing investigative plans, interviewing pertinent parties, examining
and analyzing public and agency records, drafting related reports and correspondence.

- Collaborate with internal and external parties in order to complete thorough investigations.

- Maintain a database of investigative records; and prepare written and statistical reports
utilizing computer systems and testify at EEO hearings as required.

- Conduct EEO Training and presentations, preparing and assisting in the development
of EEO materials for executive, managerial, supervisory, and line staff.

- Organize and conduct orientation sessions and workshops for agency staff and clients/
others by making presentations using activities, experiences, audiovisuals and other visual
aids, in order to achieve training objectives and/or increase employees’ areas of competence.

- Provide technical assistance and guidance to EEO managers and Agency staff regarding
Federal, State and City EEO’s regulations and Agency procedures to ensure that the Agency’s
personnel practices adhere to such laws.

- Review and respond to requests for Reasonable Accommodation; including but not limited to
corresponding with requesting employee and other agency staff regarding feasibility of
accommodation request and implementation.

- Work on special projects and assignments as needed and otherwise support work of the EEO Office.


Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, and security, or in a major operational area of the agency in which the appointment is to be made; or
2. A baccalaureate degree from an accredited college; or
3. Education and/or experience equivalent to "1" or "2" above.


Preferred Skills

- Knowledge of federal, state, and local laws, guidelines and regulations related to Equal Employment Opportunity, Diversity and Inclusion, and anti-discrimination. - Knowledge of the policies and procedures of NYC agencies. - Investigative experience and detail oriented. - Strong oral and written communication skills, including investigative report writing.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
