Job Description

The New York City Department of Transportation (NYC DOT) is seeking motivated candidates with experience in economic analysis to support the agency’s mobility, sustainability, equity, and asset management efforts. This position is within the Economics team, part of the agency’s Policy unit. The team conducts data analyses, develops transportation models, and performs surveys to provide an understanding of mobility trends in New York City, evaluate the efficacy of agency projects and programs, and inform agency decision-making. The team’s work in recent years includes deploying and analyzing the biannual Citywide Mobility Survey of 3,000 New Yorkers; creating the fee schedule for Dining Out NYC, the agency’s sidewalk and roadway cafe program; evaluating the performance of new and proposed DOT capital projects; developing elements of an urban streetscape benefit-cost analysis toolkit; and beginning construction of citywide models of pedestrian and bicyclist behavior.

Under the supervision of NYC DOT’s Senior Economist, the Economic Analyst will participate in a wide range of activities, potentially including but not limited to:

- Benefit-cost analysis to support Federal grant proposals and agency decision-making;
- Development of novel valuation techniques to allow benefit-cost analysis of pedestrian and bicycling infrastructure projects;
- Development of condition rating systems for pavement and other agency assets;
- Management of the Citywide Mobility Survey and analysis of its results; and
- Analysis of regional transportation trends.

The role will involve a mix of analytical and project management work, including managing specialty consultant contracts to support the team’s work and collaborating closely with units across the agency to support their needs. The Economic Analyst will present analytical results through written and oral presentations.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The preferred candidate is a well-organized self-starter with an enthusiasm for improving New York City’s transportation system. The candidate must have the ability to multi-task and quickly respond to issues as they arise. In addition, the candidate should have the following skills - - Training and experience conducting economic analyses, especially benefit-cost analysis - Strong quantitative analysis skills - Experience with R or Python, and ArcGIS or QGIS, or the demonstrated ability to quickly learn these tools - Demonstrated experience learning new tools on the job - The ability to work as part of a team - Excellent written and oral communication skills - Proficiency in Microsoft Office and particularly Microsoft Excel.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
