1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods

PROGRAM AND JOB DESCRIPTION:

The Bureau of Children, Youth & Families (CYF) is responsible for planning and monitoring much of NYC's comprehensive network of child and adolescent community mental health services. CYF relies on research and surveillance to guide its decisions around service planning, implementation and evaluation and incorporates a health equity lens into its work. CYF oversees a portfolio of over 100 programs and supports a family-driven, individualized and strength-based approach to care. The portfolio includes the NYC Early Childhood Mental Health Network, consisting of specialized clinics for children birth to five and their families as well as pregnant persons, and a Training and Technical Assistance Center.


The Bureau is seeking to hire an Early Childhood Mental Health (ECMH) Program Data Manager to plan and implement collection and analysis of program data and measurement of program performance across early childhood mental health programs. The Program Data Manager will report to the Director of ECMH Programs and work closely with program staff to ensure that performance measurement efforts are aligned with program goals and objectives, as well as with the Office of Research and Evaluation. The Program Data Manager will assess the reach and impact of the ECMH Network and use data for planning purposes and for technical assistance and quality improvement with contracted providers.

The Program Data Manager will have the following responsibilities:
- Develop, implement and manage performance measurement projects for ECMH programs from start to finish.
- Develop indicators for quantitative, qualitative, and mixed methods data collection.
- Identify and implement appropriate analytic techniques for ECMH program data.
- Conduct analyses of qualitative, quantitative, and mixed-methods data.
- Synthesize findings into actionable recommendations for program improvement.
- Write reports based on analytic findings for a variety of audiences.
- Coordinate with the Office of Research and Evaluation to review project design, methods, and analytic strategies prior to implementation.
- Oversee Maven database and provide technical assistance to ECMH providers. Pull reports on a regular basis and liaise with DOHMH IT unit as needed.
- In collaboration with the Office of Research and Evaluation, develop a regularly updated dashboard that provides oversight of key program metrics, enabling performance monitoring, issue identification, and understanding of program performance.
- Foster strong working relationships with providers and others across the agency working on perinatal mental health and early childhood development to develop appropriate program measurement and quality improvement initiatives for the ECMH portfolio.
- Collaborate with the Office of Research and Evaluation in CYF and researchers across the agency on population data efforts related to perinatal and early childhood mental health.
- Plan strategic research efforts to support ECMH efforts.
- Co-author reports, publications and presentations with CYF colleagues and others in the agency, ensuring recommendations to inform perinatal/early childhood policy and practice are evident and appropriate.
- Work across CYF, and other bureaus/divisions to identify opportunities to leverage data across systems and develop a more comprehensive understanding of perinatal and ECMH behavioral health issues.
- Incorporate anti-racist performance measurement and data collection practices to promote equitable data collection, analysis, reporting and technical assistance.
- Ensure alignment with Bureau and Divisional data protocols. Stay current with emerging trends and practices in public health program evaluation and dissemination of information.
- Hire, train, and supervise ECMH program data interns.
- Other duties, as assigned.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Demonstrated expertise in quantitative, qualitative, and mixed-methods performance monitoring and public health programmatic research methods and implementation. - Strong competence in data analysis and application of data to inform, drive and improve programming and policy. - Expertise in providing technical assistance to providers on data collection, quality improvement (QI), and reporting requirements. - Experience with developing logic models and theories of change to guide selection of indicators/metrics - Proficiency in use of data analytics and visualization software (e.g., SAS, SPSS, SQL, STATA, R, Tableau, NVivo) as well as Microsoft Office (Excel pivot tables). - Experience in survey development and design, implementation, analysis, and dissemination. - Knowledge of and experience working in the early childhood mental health, parenting education, family support and/or child development fields. - Very strong organizational skills and ability to handle multiple priorities with competing deadlines and changing landscapes. - Excellent written and oral communication. Strong ability to effectively present data in verbal, written, and visual formats to diverse stakeholders including service providers, program leadership, and non-technical audiences. - Self-motivated and self-disciplined, with a strong sense of teamwork, and the ability to function effectively both independently and as part of a diverse team of people. - Experience incorporating racial equity and social justice principles in performance measurement and QI activities strong foundation in the social construction of race, ethnicity, gender, and sexual orientation, and how that shapes data collection practices demonstrated commitment to supporting communities who have experienced systemic oppression and bias. - Previous experience presenting at conferences and/or publishing papers in scientific journals preferred. - Previous experience supervising student interns preferred. - Familiarity with mental health and child-serving systems in NYC preferred.

New York City residency is generally required within 90 days of appointment.
