The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.

We are seeking a highly motivated and experienced Division Chief of IT Support to join our team and drive digital transformation efforts across the division. The Division Chief of IT Support will be responsible for leading and managing a team of IT support professionals, as well as providing technical support and guidance to all employees in the division. In this role, you will play a key role in driving data democratization, implementing Industry 4.0 technologies, and integrating operational technology and industrial control systems into our IT infrastructure. You will also be responsible for ensuring the security and integrity of our systems through proactive cybersecurity measures.


Responsibilities:
- Oversee and manage a team of IT support professionals, including hiring, training, and performance management
- Oversee the daily operations of the IT support team, including managing the ticketing system and ensuring timely resolution of support requests
- Lead digital transformation efforts across the division, including data democratization and the integration of Industry 4.0 technologies such as the Industrial Internet of Things (IIoT)
- Provide technical support to employees, including issues with desktop computers, mobile devices, and networking devices
- Develop and implement policies and procedures for the IT support team with a focus on customer service
- Collaborate with other departments to understand their technical needs and provide solutions
- Maintain and update documentation for IT systems and processes
- Research and recommend new technologies and systems to improve efficiency and productivity
- Work closely with the OT and industrial control systems teams to ensure seamless integration of these systems with our IT infrastructure
- Manage vendor relationships and negotiate contracts
- Develop and implement policies and procedures for IT support and security
- Utilize Power BI and other data visualization tools to provide actionable insights and drive decision making
- Ensure the security and integrity of our IT systems through proactive cybersecurity measures
- Stay up-to-date with the latest technologies, industry trends and best practices in IT support


Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Preferred Qualifications: - 10+ years of experience in IT support and management - Experience working in a high-stress, fast-paced environment - Experience with project management and IT budget - Experience with Telemetry hardware and software, IT Ticketing systems, CMMS systems, LIMS, Document Management Systems, Data visualization tools Requirements: - Bachelor's degree in Computer Science, Information Technology, or a related field, or - 7+ years of experience in IT support and management - Extensive experience implementing enterprise technology projects - Strong knowledge of IT systems and technologies, including hardware, software, and networking - Excellent problem-solving skills and the ability to think on your feet - Strong leadership and management skills - Excellent communication and interpersonal skills - Ability to work effectively in a fast-paced environment
