The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The Health Affairs Division seeks to recruit a Disability Rights Coordinator for Incarcerated Individuals to support the Department’s mission to provide appropriate reasonable accommodations to persons in custody. Guided by the Federal Americans with Disabilities Act, Title II and its application to correctional facilities, the selected candidate will effectively communicate verbally and/or in writing among all stakeholders to identify, evaluate and when appropriate, implement reasonable accommodations for incarcerated individuals, and closely monitor steps taken to address these requests within a reasonable timeframe. Under general supervision and as part of a team, responsibilities will include but not be limited to the following:
-Coordinates the Department’s efforts and activities to comply with and carry out the
responsibilities under the ADA with respect to incarcerated individuals
-Responds to requests for reasonable accommodation by incarcerated individuals
-Works with facilities to ensure departmental compliance for incarcerated individuals
with disabilities
-Updates Departmental policies and operations orders as necessary
-Prepares and distributes appropriate reports, including for submission to the U.S.
Department of Justice
-Conducts on-site visits to facilities to meet with incarcerated individuals in order to
address requests or concerns as it relates to reasonable accommodations and/or
disabilities
-Provides technical assistance
-Trains staff on disability rights for incarcerated individuals
-Plans and implements programs for incarcerated individuals with sensory impairments
-Updates and enters documentation into electronic databases and spreadsheets

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
