New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Planning & Resilience (P&R) Bureau prepares the City to respond and adapt to emergencies through collaborative, scalable planning; comprehensive interagency coordination; and innovative recovery and resilience.

The Human Services Unit coordinates with partner agencies and organizations to write and execute plans that focus on the human element in emergency response. This includes post-disaster feeding, sheltering, and service delivery. The unit also administers programs and delivers regular trainings focused on extreme heat events, animal planning, and inclusive planning efforts.

The DAFN Human Services Specialist is responsible for coordinating programs in the Human Services Unit supporting people with disabilities and access and functional needs, including NYC’s Cooling Center and NYC’s Advance Warning System programs.

NYC’s Cooling Center program provides a wide range of free, public facilities with air conditioning throughout New York City that can be used by those seeking relief from extreme heat emergencies. NYC’s Advance Warning System (AWS) delivers targeted emergency communication to organizations that serve people with disabilities and others with access and functional need (DAFN).

To successfully coordinate these programs the selected candidate will:
- Work closely with existing Cooling Center partner agencies and recruit new partners to understand their operations, train them on their obligations under the Cooling Center Protocol and position them for successful activations.
- Work with NYCEM’s Geographic Information System Unit to prepare large Cooling Center datasets, update the public facing Cooling Center Finder, as well as prepare informational dashboards to assist in decision making.
- Work with web developers to maintain and update the NYC AWS website and plan for future iterations.
- Work closely the Department of Health and Mental Hygiene and other agencies and organizations associated with the AWS to review the AWS protocol and revise as needed.
- Foster relationships with service providers and community-based organizations to reach the DAFN community.
- Work closely with NYCEM’s Community Engagement staff, DAFN Advisor, as well as others to promote timely, effective, and consistent, pre-and post-emergency messaging.
- Support planning activities of the Human Services Unit as it relates to the DAFN community.
- Perform other duties as assigned by the Human Services Director.

**PLEASE NOTE THE FOLLOWING:

- The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.


Preferred Skills

- Working knowledge of the American with Disabilities Act, Rehabilitation Act, and related State, local laws and regulations pertaining to accommodating people with disabilities and others with functional and access needs (DAFN) - Experience working for or with emergency management organizations - Strong computer and data analysis skills o Microsoft Office applications: Word, Excel, Teams, and PowerPoint o Experience working with large databases, content/data management systems, and hazard data o Ability to analyze and synthesize complex data sets and translate into clear, actionable information and program operation o Familiarity with website/vendor management - Experience managing contracts - Excellent project management, organization, and demonstrated ability to deliver complex projects within specified deadlines and in a high-pressure environment - Superior written and verbal communications skills including experience writing and understanding complex planning documents and requests for proposals - Superior facilitation and mediation skills - Experience engaging interagency and community stakeholders, especially in the Disability and Access and Functional Needs sector in NYC - Experience applying the concepts, theories, and practices of emergency management to real-world plans in the human services field **Studies have shown that women, people of color, and other under-represented groups are less likely to apply for jobs unless they believe they are able to perform every task in the job description. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
