The Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building a fairer economy in neighborhoods across the five boroughs.
SBS’ Workforce Development Division is focused on the delivery of quality employment and training services to support equity of opportunity, that leads to economic self-sufficiency and mobility for New York City’s diverse communities. The Division works with the industry partners to identify, develop, and procure high-quality training delivered directly to job seekers so they can obtain the skills needed for jobs in high demand. The Division supports businesses in NYC by offering training opportunities for new and incumbent workers and by sourcing candidates for vacant positions.
SBS is seeking an experienced professional to join the Workforce Development Division. The Director, Workforrce 1 Operations and Strategy is responsible for providing management and leadership regarding strategic direction, policy, guidance and maintaining an awareness of NYC labor market trends to help guide the work of the Division’s Workforce1 Career Centers and the Division as a whole. The ideal candidate will have some work experience in Workforce/ Economic Development, Project Management, Sales and Recruitment and a passion or continuous improvement of social services.
Job Responsibilities:
-Maintain a broad understanding of federal, state, and local workforce mandates/ directives from independent funders, SBS content areas, labor market data and sector strategies to support service delivery; synthesize large amounts of complex information and make recommendations in the forms of briefings, reports, presentations, etc.
-Provide coaching and developmental opportunities for Workforce Development team members; collaborate with Division leadership to plan (and manage, as appropriate) events and activities that develop staff and support a welcoming and engaging work environment.
-Maintain full understanding of funding and budgets across the Workforce Development Division programs.
-Provide strategic guidance for NYC Business Solutions services and ensure effective implementation through the management of internal and external resources.
-Assist in in managing teams across Workforce1 Career Centers to meet performance goals and standards.
-Address system-wide challenges in serving NYC jobseekers with specific skill sets by uncovering opportunity and contributing to relationship management with strategic partners such as the NYS Department of Labor, Mayor’s Office of Talent and Workforce Development, NYCHA, HRA, etc.; represent the Division before such partners and with other internal and external stakeholders
-Facilitate (and lead, as appropriate) strategic planning processes for the Workforce1 system and/or the Division as a whole
-Spearhead special projects and assignments on behalf of senior Division leaders
-Perform related duties as assigned

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
-Strong management and leadership skills -Outstanding presentation, writing, and communication skills -Ability to organize and drive multiple projects to time completion -Knowledge of workforce development or human service programs -Excellent Excel, Word and PowerPoint skills.
