The Silver Stars Program offers NYC agencies the opportunity to meet business needs by matching experienced, retired City employees with part-time, project-based assignments at a City agency. The program helps former City workers supplement their income and maintain a productive and social lifestyle without the demands of traditional full-time employment. Silver Stars also allows City retirees to support organizational growth by sharing their knowledge and experience with newer employees.
NYC Aging seeks a dynamic, motivated, and detail-oriented individual to serve as the agency’s Director, Workforce Programs. The Director, Workforce Programs is a professional subject matter expert in workforce development with extensive NYC government HR and Finance/Budget experience and will work closely with the Senior Director and the Agency's senior leadership to integrate and drive results across workforce programs.
The responsibilities of the position include, but are not limited to:
- Oversee and manage two workforce programs, Direct Program and Contractual Program.
- Identify opportunities for alignment and synergy across programs to drive positive results.
- Build and lead the Workforce Development team to increase participants employment placements and matches.
- Oversee training initiatives for older adults to increase skill cultivation and marketability.
- Design and implement a hands on results driven approach including marketing, sales, and client driven approach to sell and market Older Adult participants and employment placements.
- Define program policies, standards, objectives, and program deliverables in consultation with the Senior Director.
- Supervise, mentor, and coach staff members who will manage various program functions, including marketing, promotion, and recruitment, career advisement, workshop facilitation, job development, job placement and retention.
- Prepare project plans, reports, and data dashboards to guide program delivery and key performance indicators.
- Perform direct and contract management and manage program budgets.
- Develop and manage stakeholder relationships; Identify private, public, and non profit partnerships for program delivery.
- Manage and coordinate the collection, storage, and maintenance of data with stakeholders with data methodologies, performance measurement, and reports.
- Ensure compliance with program policies and regulations.
- Promote the silver stars economy workforce.
- Travel throughout NYC to program locations and required meetings.
- Performs additional task assigned by Senior Director as needed.
1. Graduation from an accredited college with a baccalaureate degree and five (5) years of full-time, professional experience in social services, community relations, public administration or management, of which at least one year must have been in the field of aging, and of which at least one and one-half years must have been in an administrative or managerial capacity; or
2. Education and experience equivalent to "1" above. However, all candidates must have one year of experience in the field of aging and one and one-half years of experience in an administrative or managerial capacity.
- Ability to manage multiple projects with limited supervision in fast paced environment. - Ability to develop, manage and deliver on special workforce projects and initiatives. - Experience with older adults employment programs and services. - Experience in building trust and fostering collaboration across various levels of an organization and program partners. - Proficient in Microsoft Word, Excel, and Outlook. - Knowledge of NYC government Human Resources and/or Budget a plus. - Ability to provide leadership in managing a diverse workforce. - Strong verbal and written communications. - Ability to prioritize assignments and be detailed oriented.
