THE DIVISION
The newly forming Division of Transportation Policy and Analytics, working closely with the newly forming Division of Transportation Engineering and Programs, focuses on access and mobility implications of land use decisions, seeking to ensure that housing growth and economic activity occurs in alignment with transportation availability. Current division priorities include a focus on post-pandemic changes in transportation patterns and needs, maintenance and expansion of
sustainable transportation options, including personal micromobility and public transportation, and an improved description and understanding of current and future transportation demand. The division is responsible for conducting analyses, preparing plans and identifying the current and anticipated transportation needs in neighborhoods throughout the city. It coordinates its activities closely with the other Strategic Planning divisions and other divisions at DCP, as well as City, State and regional entities on transportation planning priorities.


THE ROLE
Under direction and general guidance of the Deputy Executive Director for Strategic Planning, with significant latitude for independent initiative and judgment, the Director will perform difficult and responsible work in city planning such as the following:
- Develop and implement division work program and budget, supervise coordination with other DCP projects, and establish procedures to ensure effective administration of division.
- Supervise division staff in the regular compilation and distribution of data, quantitative analysis, and narratives describing current conditions and emerging trends in mobility, access, and the relationship between land use and transportation
- In collaboration with the Director of Engineering and Programs, participation on NYMTC committees and in product development, including, but not limited to, the Regional Transportation Plan, the Transportation Improvement Plan, and the Unified Planning Work Program.
- Formulate and recommend transportation policies and strategies, and direct staff in the provision of transportation planning and technical assistance for the Chair, Commission, Executive Director and Department staff.
- Supervise division staff in participation in Department and interagency projects.
- Represent the City and Department at meetings and on boards and committees.
- Maintain effective, cooperative relationships with leaders, experts, and other staff of public agencies and organizations.
- In collaboration with the Division of Transportation Engineering and Programs, maintain a thorough understanding of local, state and federal government programs and processes, and keep up-to-date with transportation funding requirements, regulations and procedures.
- Establish work assignments for division staff, evaluate staff performance, provide guidance, instruction, training and mentoring to staff, and recruit new employees to the Division.
- Lead and coach division staff, using performance evaluations and professional development resources.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience."


Preferred Skills

- Minimum 3 years experience managing intra-agency, inter-agency and other teams on large, complex projects. - Proven ability to apply independent judgment and innovative problem-solving when addressing complex matters. - Outstanding organizational and management skills including proven leadership and team building. - Ability to work effectively with other DCP divisions and other governmental agencies, including NYCDOT, MTA, and PANYNJ. - Excellent interpersonal, research, analytical and organizational skills. - Demonstrated writing, editing, and oral communication and presentation skills. - Computer skills including MS Office or other equivalent software, and familiarity with MS Windows environment. - Familiarity with project design and capital planning processes.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
