Job Description

Hours: Full-Time Position – 35 Hours

The NYC Department of Design and Construction, Division of Infrastructure, is currently seeking a Director to join the Design Unit – Section 3 – Consultant Design – Group 1.

Successful candidate will supervise, manage, and review the work and Deputy Director and 2 - 3 teams of approximately 12 - 20 Engineers and Technicians responsible to ensure timely resolution of construction issues requiring design changes with least amount of cost increase and delay to the project. The Director will be responsible for developing standard construction language, and maintaining and updating standard specifications for roadways, sewer, and water mains, and standard drawings; representing the Design Unit at meetings dealing with Utility companies, City, State, and Federal agencies; providing technical support in the preparation of preliminary design scopes; preparing design standards and specifications and ensuring the level of quality review is accurate and in a timely manner.

The final candidate will also represent the unit at coordination meetings; must have the ability to manage and train staff to carry out all areas of Design and Construction functions; and must understand Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and New York State Department of Transportation (NYSDOT) regulations, Federal, and City standards and procedures.

Lastly, the selected candidate will keep track of the priority projects, and prioritize as needed to meet the agency's goals, and will help develop and modify the specifications as needed; keep up to date with the latest design standards and requirements and provide guidance to Design staff and Design consultants.

Minimum Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.


Preferred Skills

Please note the following preferred skills for this position: 1. Must have at least 2 - 4 years of strong supervisory experience, administrative, and management skill, especially in the design area. 2. Excellent verbal and written communication skills 3. Knowledge and use of computers, and proficiency in Microsoft Office applications, and AutoCAD 4. Design experience related to infrastructure work (i.e., sewer, water mains, roadways). 5. Knowledge of current and up-to-date engineering methods and standards is preferred. 6. Familiarity with construction specifications and standards NYC Department of Environmental Protection (NYCDEP), NYC Department of Transportation (NYCDOT), and NYSDOT). 7. Familiarity with American Society for Testing and Materials (ASTM), American Water Works Association (AWWA), and American Association of State Highway and Transportation Officials (AASHTO) standards and understanding of the NYC street infrastructure system. 8. Proficiency in Primavera P6 scheduling and Envision Sustainability Professional (ENV SP) credential (preferred) 9. Valid driver's license (Required) 10. Personal vehicle (Optional)
