Under direction of the Assistant Commissioner, Financial Management, with broad latitude for independent action or decision, the Director, Revenue Planning and Compliance is responsible for:
- Lead on maximizing revenue collections and ensuring all fees levied for services are in line with agency efforts.
- Develop and implement strategies to close any identifiable revenue gaps, including, but not limited to, conducting user cost analyses for new and existing fees and performing research as needed on revenue issues. Provide independent analysis, advice, and recommendations on complex issues; provide policy advice for resolution of issues and problems.
- Define business process requirements for the Financial Management Division in DOBNOW and supporting systems.
- Manage the efficiency of internal controls through substantive and qualitative tests.
- Participate and oversee annual onsite audits of all collection centers to evaluate operational efficiencies, making recommendations and developing solutions to improve internal controls.
- Provide recommendations and develop strategies for improvement in collections.
- Establish agency-wide standard operating procedures and policies to ensure that staff clearly understanding of cash receipt functions and their responsibilities.
- Develop strategies and additional compliance initiatives closing compliance gaps on an ongoing basis.
- Liaison with internal stakeholders and make final determinations which are based on Rules, Code, or policies regarding various issues.
- Manage issuance of non-compliance notices when infractions of the Comptroller’s Directives, the Department’s standard operating procedures, and policies occur.
- Liaison with oversight agencies to assist them with new CityPay initiatives, various inquiries, and issues; DOF billing of different DOB charges; and PCI credit card standards and reporting.
- Liaison with the Department of Finance to implement new initiatives, such as ethernet credit card terminals, and check scanners to eliminate positive pay issues and daily deposits.
- Liaison with the Department of Finance and DOB’s IT to add PayPal and Venmo as new payment method options.
- Liaison with banks regarding the Department’s cash receipts when there are discrepancies.
- Participate in the review and analysis of system implementations and changes that pertain to cash receipts.
- Generate service notices that directly or indirectly effect fees, penalties, collections, waivers, reductions, and revenues.
- Ensure that the department’s daily, weekly, and monthly internal and external reconciliations are performed and completed promptly.
- Oversee agency’s revenue reconciliations processes from various collection sources.
- Oversee the civil penalty (L2) waiver, override, reduction process to ensure all staff associated with the process are following established procedures.

1. A baccalaureate degree from an accredited college and at least four (4) years of full-time professional experience in one or a combination of the following in a managerial, supervisory, or administrative capacity:
- Financial Management
- Accounting
- Economic Administration
- Fiscal / Economic Research
2. A high school diploma and eight (8) years of full-time experience as described in “1” above, at least four (4) years of which must have been in a managerial, supervisory, or administrative capacity; or
3. Education and/or experience equivalent to “1” and “2” above. However, all candidates must have at least four (4) years of full-time experience in a managerial, supervisory, or administrative capacity as described in “1” above.
- Highly motivated and able to work independently or as part of a team - Knowledge of the New York City Construction Codes regarding fees, refunds, and rebates. Knowledge of Title 1 Rules of the City of New York for the Department of Buildings (DOB) regarding fees, reductions, waivers, and overrides. - Familiarity with the New York City local laws pertaining to DOB. - Effective problem-solving skills, and the ability to prioritize, manage time, and engage in multiple tasks - Excellent written and verbal communication skills
