OTI's Public Safety Division is seeking a talented and experienced Director of Public Safety Radio Network Infrastructure and Operations to lead the Radio Engineering and Operations team. The Director, Public Safety Radio Infrastructure and Operations plays a pivotal role in overseeing and managing the design, implementation, and maintenance of critical radio communication infrastructure utilized in public safety operations. This role involves strategic leadership, technical expertise, and operational oversight to ensure reliable and efficient LMR systems supporting emergency services, law enforcement, fire, and other public safety agencies.
Responsibilities:
- Strategic Leadership: Develop and execute strategic plans aligned with organizational objectives for LMR infrastructure and operations. Collaborate with executive leadership to define long-term goals, budgets, and resource allocations. Identify emerging technologies and industry trends to enhance LMR capabilities.
- Infrastructure Management: Oversee the design, deployment, and maintenance of LMR radio systems and associated infrastructure. Ensure compliance with regulatory standards, spectrum licensing, and industry best practices. Evaluate network performance, capacity, and security to maintain optimal operations.
- Operational Efficiency: Establish operational procedures and standards for LMR system maintenance, troubleshooting, and upgrades. Implement protocols for disaster recovery, redundancy, and system resilience. Coordinate with internal teams and external vendors to resolve technical issues promptly.
- Team Leadership: Lead and mentor a team of technical professionals responsible for LMR infrastructure and operations. Foster a culture of collaboration, innovation, and continuous improvement within the department.
- Stakeholder Engagement: Liaise with public safety agencies (NYPD, FDNY, DOC, NYCEM), government entities, and stakeholders to understand their communication needs. Provide expert guidance and recommendations to support decision-making processes related to LMR technology.
- Budget and Resource Management: Develop and manage budgets, forecasts, and expenditures for LMR infrastructure projects and ongoing operations. Optimize resource allocation to ensure cost-effective solutions without compromising quality.
HOURS/SHIFT
Day - Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings.

A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
The successful candidate should possess the following: - 5+ years of hands-on management experience in a technical environment experience working with public safety and first responder stakeholders - Experience with developing criteria and implementing LMR radio services previous program management or operations experience in a municipal environment excellent leadership, partnership, facilitation and collaboration skills - Strong interpersonal and communication skills and ability to interface with executive level management and give senior level presentations - Technology Integration: Experience with integrating LMR systems with other public safety technologies like CAD (Computer-Aided Dispatch), AVL (Automatic Vehicle Location), or NG911 (Next Generation 911) for seamless operations - Vendor Management: Proven ability in managing relationships with vendors, negotiating contracts, and ensuring service level agreements (SLAs) are met - Innovation and Future Trends: A track record of innovation, staying abreast of emerging technologies (e.g., LTE, 5G) and their potential application in public safety communications - Change Management: Proficiency in change management methodologies to effectively implement technological advancements or procedural changes within the organization - Collaboration and Advocacy: Experience collaborating with industry groups, governmental bodies, or advocacy organizations to influence policies or standards beneficial to public safety communications - Crisis Response Experience: Prior involvement in crisis response situations, understanding the critical role of communication infrastructure during emergencies.
