Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The New York Police Department has a unique career opportunity for an experienced Director, to work within Project Management Office (PMO). The Director is responsible for managing multiple project teams and coordinating and managing a portfolio of diverse projects that impact the Department such as complex, critical information technology projects that impact public safety operations and advancing strategies and priority projects for the Police Commissioner. The PMO Director is also responsible for managing the full-life cycle of major improvements and new initiatives while providing analytical and technical assistance for planning, coordinating, and implementing large and complex projects.

Specific tasks may involve:

-Project management:

-Supervising and managing project team members to develop project charters and project plans, overseeing and implementing project activities and tracking progress.

-Creating various project related documents including project charter, requirement specifications, contracts, schedules, project plans, and presentations, meeting agendas, minutes and status reports.

-Proactively problem solving and/or escalating program issues to fast-track resolutions. Create spreadsheets or other appropriate tools to manage tasks.

-Continuously assess project plans, resources, milestones, key performance indicators (KPIs), and internal governance structure to ensure projects are on track.

-Managing multiple project teams and coordinating work among team members. Coach and train team members on project methodology and PMO processes.

-Facilitating regular team and stakeholder meetings effectively in addition to delivering presentations and executive briefings

-Understanding how and when to communicate difficult/sensitive information appropriately.


Strategy and planning:

-Working closely with senior executives to develop Department wide strategies to resolve complex planning, policy and program challenges. Liaising between Departmental leadership and stakeholders to ensure objectives are achieved.

-Conducting quantitative and qualitative analysis to assess issues and potential initiatives. Make recommendations as needed on changes to policies and procedures.

-Develops and implements PMO processes and policies, directs project management staff, and works with other bureau and agency senior managers to define, prioritize, and develop projects and programs.

-Providing team direction and vision, including motivating people to perform, listening to people, providing feedback, recognizing strengths and providing challenges.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and three years full- time satisfactory professional experience related to the projects and policies to be studied in the particular position, including eighteen months of experience in a managerial, consultative, administrative or supervisory capacity.

2. Education and/or experience which is equivalent to “1” above; however, all candidates must possess eighteen months of experience in a managerial, consultative, administrative or supervisory capacity as described above.


Preferred Skills

Preference will be given to individuals with expertise and experience in the following areas: 1. The ideal candidate has significant New York City government experience (5 years minimum), specifically in managing projects and teams across multiple agencies. 2. At least 5 years of experience in project management within large, complex organizations and mediating among groups with competing perspectives facilitating large groups of project stake holders. 3. Significant experience in strategic planning across multiple agencies. 4. Ability to conduct research and evaluations on multi-faceted citywide issues. 5. Familiarity with New York City procurement and contracting practices. 6. Experience supervising and managing project staff of different levels and sizes. 7. Ability to think strategically and creatively, embrace new approaches and pioneer innovative solutions to intricate problems. 8. Experience working on multiple tasks and assignments while maintaining attention to detail, and the ability to be flexible with changing demands. 9. Ability to manage multiple project teams and projects at the same time. 10. Excellent technical, analytical, verbal, writing, and presentation skills. 11. Proficiency with Project Management tools, MS Project, and Microsoft Office Suite (PowerPoint, Word, Excel, Outlook.)

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
