Domestic Violence Services (DVS) provides a variety of comprehensive immediate and long-term support services to survivors of Domestic Violence and their families. DVS provides oversight for the largest domestic shelter system in the country which provides safety and services for this vulnerable population. This network of more than 55 emergency domestic violence shelters provide temporary emergency housing, and supportive services to over 17,500 victims of domestic violence and their children annually. DVS provides oversight and funding for the 24-hour domestic violence hotline. DVS also administers the No Violence Again (NOVA) program located at the DHS intake center and the Domestic Violence Liaison Unit, which provides domestic violence counseling and intervention at Job Centers. DVS partners with a network of community-based organizations, that provide counseling, legal services, financial development services, and job readiness for domestic violence survivors. In addition, DVS leads a nationally recognized domestic violence primary prevention effort, the Teen Relationship Abuse Prevention Program (RAPP).
Reporting to the Assistant Deputy Commissioner for Domestic Violence Services the Director of Permanent Housing Placement and Domestic Violence (DV) Shelter Facility Management is responsible for all contracted DV shelters. With broad latitude for independent judgment, initiative, and decision making, the duties and responsibilities include but are not limited to; monitoring the DV shelter and local and State inspection, credentialing and fires safety processes. This position will require coordinating with NYS OCFS, NYS OTDA, NYC DOHMH and FDNY and DSS, GSS and other appropriate city agencies to coordinate inspections, re-certifications, licensing, and emergency response protocols; working with provider agencies to meet construction and repair timelines, preparing and submitting projects with timeline modifications and budgetary impact; coordinating with NYC Department of Design and construction (DDC) and HRA GSS on the construction/repairs of the shelters housed in City-owned buildings.
DVS is recruiting for an Administrative Community Relations Specialist to function as The Director, Permanent Housing Placement and Domestic Violence Shelter Facility Management who will:
- Work on Request for Proposals for new shelters and programs and will be required to analyze housing placement issues and trends to help determine new needs. ;
- Supervise Housing Specialist staff to find and secure permanent housing for domestic violence shelter clients.
- Develop and maintain relationships with realtors / brokers and landlords in order to secure apartments for clients. Convening landlords and realtors / brokers by explaining housing programs, and enlist participation in these programs – FHEPS, CityFHEPS and Section 8.
- Ensure apartments are inspected by HPD; clients move into the apartment and are linked to community services. Review all paperwork submitted by landlord, broker and client to for accuracy in completion and submit for lease signing.
- Manage apartment transfers and submit weekly reports to M-III on client’s linkages, transfers and inspections. Analyze housing placement issues and trends to help determine new needs.
- Coordinate with NYSOCFS and NYS OTDA and FDNY to ensure all shelters are compliant with NYC fire codes and are monitor and inspected as required. The fire safety, renewal and licensing process for all domestic violence shelters. Currently there are 52 shelters. In FY 2016 the number of domestic violence shelters is expected to increase to 67 shelters.
- Coordinate and collaborate with domestic violence shelter providers, NYS OTDA and NYS OCFS to ensure the timely inspection of shelters. Review and analyze Corrective Action plans regarding facility/plant management issues. Develop work plans and timelines address deficiencies.
- Review and submit all Corrective Action plans to NYS oversights.
- Coordinate with NYC Department of Design and Construction (DDC) and HRA GSS on the construction/repairs of 5 City-owned shelters. Work with OBA to prepare cost projections and capital plan submissions.
- Prepare shelter construct with rate and cost analysis; and shelter utilization reports for Executive Director and Deputy Commissioner.
- Work with domestic violence agencies to meet construction and repair timelines; and prepare/submit project with necessary timeline modifications, which in compose budgetary impact.
- Prepare project and budget reports for the Executive Director and Deputy Commissioner.
- In coordination with OEM, NYS OTDA, and OCFS develop comprehensive shelter emergency response plans.
- Represent the Executive Director in internal and external project planning meetings and shelter facility management meeting.
- Coordinate with DOHMH to develop procedures and best practice models to address health related issues, such as bed bugs, mold, and contagious illnesses (e.g. hepatitis chicken pox, TB).
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
