The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations (CBOs) to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD’s initiatives include COMPASS, the City’s comprehensive afterschool system, Community Centers, adult and youth literacy programs, youth employment programs, services for runaway and homeless youth, and community development programs. DYCD also collaborates with other City agencies on a range of mayoral initiatives to improve City services and ensure greater opportunities for minority and immigrant youth and families. In the past year, DYCD was tasked with integrating the Office of Neighborhood Services and its array of programs tasked with leading efforts to implement non-law enforcement efforts toward safer communities. A major focus of the departments work will be coordinating strategies to support the community groups and coalitions critical to the success of this work, Situated within the Bureau of Planning, Program Integration, and Evaluation (PPIE), The Capacity Building Office:
- Develops the management and organizational capacity of nonprofit organizations so they can adequately respond to the needs of communities they serve.
- Enhances the quality of programs and services by developing the knowledge and skills of front-line and supervisory staff at nonprofit organizations.
- Utilizes an approach for supporting nonprofit organizations that is collaborative, prioritizes customer input and includes continuous learning, evaluation, and adoption of data-driven, decision-making practices. KEY RESPONSIBILITIES The Director will oversee a team of 5, including 2 deputy directors and 3 TA specialists.

The team will report to the Assistant Commissioner of the Bureau. Critical areas of work include:
- Build a culture of collaboration and mutual accountability within the team and between the team and its PPIE colleagues.
- Use data gleaned from stakeholders; evaluative reports; planned program design changes; literature reviews to Identify service gaps and new models of support.
- Partner with other DYCD offices to review data provided by the NYPD, DOP, DOE and HHS to target PCTs of greatest gun violence and young adults at great risk to building local responses among DYCD’s CBO network of providers and identify gaps.
- Using the Business Intelligence Reporting system, assess provider performance against the capacity-building investments and community need.
- Identify and support team learning to address individual goals and ensure team capability to accomplish department priorities through coaching and continuous feedback – formal and informal.
- Ensure resources allocated to the Department are spent efficiently and well, including overseeing the administrative, legal, and financial processes to ensure that contracts are registered; consultants comply with DYCD requirements and produce high-quality services; and receive timely reimbursement for services delivered.
- Ensure department is meeting key agency performance metrics through high-level oversight of all portfolios across CB staff, including services supporting all DYCD program areas.
- Lead development, implementation, and refinement of t hone in on PCTs of greatest gun violence and young adults at great risk to building local responses among DYCD’s CBO network of providers and identify gaps.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

The ideal candidate is a thought leader in the field of nonprofit management, change management or human service delivery with: o Subject area expertise in organizational development or experience as a senior level executive in a nonprofit organization. o Experience in meeting design and facilitation. o Demonstrated ability to handle multiple, high-priority projects or “emergency” requests. o Understanding of performance metrics and ability to collaborate on identifying appropriate metrics for capacity building interventions. o Effective leadership and communication skills, with the capacity to convey credibility with both internal and external stakeholders verbally and in writing. o Ability to synthesize information and develop actionable recommendations. o Experience managing a team of seasoned professionals. o Experience with government contracting, in a nonprofit or government setting.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
