Job Description

Customized Assistance Services (CAS) help Human Resources Administration (HRA) clients with health and/or mental health problems reach their highest attainable level of functioning and self-sufficiency by providing comprehensive, integrated, individualized clinical and support services. CAS works with other components of HRA and with other governmental and non-governmental service providers to create new programs and to integrate and refine existing services so the people it serves can achieve their maximum functional capacity. The program provides a continuum of integrated individualized services including biopsychosocial assessments, Federal disability benefits assistance, wellness planning, case management and vocational rehabilitation through education/training, job placement and retention services. We-CARE results in significant cost savings for the city by helping CA clients to obtain Federal disability benefits and employment.
Under the direction of the Assistant Deputy Commissioner of Office of Rehabilitation Services (ORS), the Director of WeCare is responsible for overseeing the daily operations of the We-CARE Program. This includes directing the provision of services to over 25,000 clients at any given point in time by two primary contract agencies who utilize multiple subcontractors; managing CAS We-CARE staff; coordinating services among We-CARE contractors, CAS, and other areas of HRA; and developing and implementing new and enhanced operational processes and procedures along with enhanced automated systems to support these processes.
The Office of Customized Assistance Services (CAS) is recruiting for one (1) Administrative Director of Social Service NM-II to function as the Director of WeCare who will:
- Manage CAS' We-CARE Operations, providing administrative oversight of two regions led by direct report managers. Meet regularly with managers and staff to set goals, establish priorities; assign tasks; and monitor progress; Conduct regular site visits to vendor locations to observe operations, resolve issues in real time, and provide program support.
- Develop and implements quality assurance plan, ensures compliance with contracts, and align operations with HRA policy, OTDA directives, TANF requirements, and applicable State and Federal regulations.
- Interface and serves as primary liaison with the vendors and subcontractors serving clients in the assigned regions and provides technical assistance regarding HRA policies and procedures and operational expectations. Ensure client concerns are addressed and resolved in a timely and professional manner.
- Formulate and implements policies and procedures regarding the operation of the We-CARE Program, in order to strengthen and enhance the provision of comprehensive services This includes updating program policies and procedures as needed to align with DSS/HRA directives, State regulations, and emerging best practices.
- Collect and analyze data and prepare reports that will inform policy and enhance program operations.
- Interface regularly with DHS, FIA, HASA, Domestic Violence and substance Use program areas to inform them of We-CARE policies and procedures; coordinate services; and identify areas of mutual opportunity and outstanding issues.
- Ensure that appropriate training is provided to We-CARE contractors, subcontractors; We-CARE staff and other program areas.
Salary Range: $68,213 - $125,133

ADMINISTRATIVE DIRECTOR OF SOC - 1005C
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
- Supervisory and clinical experience in social work, case management and/or health care administration - Superior organizational and managerial skills. - Extensive experience and knowledge of city and agency-specific administrative procedures related to personnel, budget, fiscal Operations and facilities management. - Excellent interpersonal skills which allow for effective communication of agency policies and procedures. - Superior problem-solving skills.
