Transit Development (TD) seeks to hire a Director of Transit Project Development reporting to the Assistant Commissioner. Transit Development is part of the Transportation Planning & Management (TPM) Division, which is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets and supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, bus lanes and busways, freight mobility and markings, and ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. TD is responsible for developing public transit-supportive street infrastructure and policies to improve mobility for all New Yorkers. The group manages the Better Buses initiative and transit policy initiatives and develops projects and plans to improve the quality and safety of bus operations and access to transit. TD serves as an agency resource on public transit related matters, including as one of the key contact points to the MTA agencies. The unit has a staff of approximately 15 and an annual expense budget of $10-15 million.
The candidate should have demonstrated program and project management, budget and procurement experience and the ability to make an immediate impact on the operations of the unit. The candidate would join a senior management team consisting of the A/C, the Director of Bus Priority and the Director of Transit Policy & Planning. The position will typically include the following areas of work (all percentages are approximate):
Manage and Develop Special Projects & Procedures (50%): Assist the Assistant Commissioner on specific projects and problem solving to support the overall unit. Special projects typically consist of coordination with MTA and multiple internal divisions to solve a bus operations problem, development of unit policy and procedures, etc. Work with the A/C and staff to develop procedures to better accomplish day to day work or project management. Initial projects may include establishing standard operating procedures for disabled buses in HOV lanes; overseeing work on marketing campaigns; maintenance strategies, etc. All work typically happens in close consultation with other DOT divisions, as well as the MTA; manage press and city council testimony responses.
Procurement Trouble Shooter (20%): Develop and manage a maintenance contract for bus priority assets; researches and resolve questions arising from open invoices that encounter problems; assists in the resolution of purchases that encounter unusual and difficult problems; oversee or work with unit staff on purchases of items to specifically benefit the unit (i.e. bus barriers, bus boarders, etc.)
Manage Transit Development Budget & Personnel Needs (10%): Manage the TD expense budget of $10-15M annually; update the bus unit budget tracker annually; prepare and manage new needs and other budget processes; keep track of headcount, status of personnel actions, training and conference attendance, etc.
Manage Assets (10%): oversee management of key assets such as bus boarders, boarding islands and gantries; provide field support when needed; develop maintenance strategies.
Manage ARTS Correspondence (10%): monitor Transit Development correspondence needs; manage responses to inquiries by either providing a response or assigning to other staff and tracking completion.
Preferred Skills:
Experience in program and project management, coordination of multiple stakeholders, and the ability to create a positive work environment. Background in NYC DOT Street design projects and interest in public transportation, design and policy.

1. A graduate degree in city/urban/transportation planning or a related field;
2. A baccalaureate degree from an accredited college and at least six (6) years of full-time experience in transportation planning or policy, at least twelve (12) months of which must have been in a program management capacity; or
3. Education and/or experience which is equivalent to "I" above. However, a baccalaureate degree and twelve (12) months of transportation planning program management experience is required of all candidates.
