The Division of Human Resources, led by the Assistant Commissioner of HR for the Department of Housing Preservation and Development, works closely with all offices to achieve the agency’s mission. The Division of Human Resources includes the following operational units: - Talent and Requisition - Civil Service Management - Payroll - Timekeeping - Benefits - Operations - Training - Employee Relations - Investigations and Conflict Resolution
Your Impact:
The Training and Professional Development unit within the Human Resources Division of the NYC Department of Housing Preservation and Development (HPD) is committed to supporting the professional development and career advancement of HPD employees at all organizational levels, with a focus on employee retention. We provide comprehensive learning, training, and development classes agency-wide, with the ability to tailor presentations to specific divisional needs. Additionally, we serve as a resource for external training programs and offer opportunities for employees to discuss career-related questions within the scope of their employment with the city. In order to contribute to the ongoing retention goals of the agency, this unit adopts an employee-centered developmental approach. It oversees various efforts aligned with the Assistant Commissioner of HR’s Build Your Future at HPD’ recruitment and retention initiative, as well as other programs to increase employee engagement.
Your Role:
Under the general direction of the Assistant Commissioner for Human Resources, we are seeking a highly motivated and experienced individual to join our team as the Director of Training and Professional Development. In this role, you will be responsible for designing, developing, and implementing various talent initiatives and programs aimed at fostering employee growth, engagement, and retention.
Your Responsibilities:
- Collaborate with senior management to determine organizational development and training strategy with a focus on retention.
- Partner with Offices/Divisions to assess needs and manage the implementation of programs to achieve specific objectives, including talent development, performance management, and employee engagement, with a clear emphasis on retention strategies.
- Develop materials for in-house training to support Agency needs, incorporating elements that promote employee retention and long-term career satisfaction.
- Design program curriculum, digital and traditional medium materials with a goal of enhancing employee engagement and connectedness to HPD mission and exclusive benefits.
- Cultivate and manage training vendor relationships, including logistics and content development, ensuring alignment with the organization's retention goals.
- Develop and implement strategies/curriculum to train managers in coaching, mentoring, and developing employees, emphasizing practices that contribute to retention.
- Provide oversight and strategic direction on learning technologies serving as the point person for the Learning Management System (LMS) system, leveraging technology to enhance training accessibility and retention efforts.
- Manage day-to-day operations of the Development & Retention team, fostering a supportive environment that encourages employee growth and retention.
- Conduct various trainings based on a predetermined schedule, incorporating retention-focused elements into training delivery.
- Lead special projects aimed at enhancing employee retention and perform other related duties as required.
Spearhead the 'Build Your Future with HPD' initiative in conjunction with the Assistant Commissioner of HR to create pathways for career advancement and to develop a formal mentorship program with the goal of retention.

- Proven track record of creating a learning development strategy and related program components with a focus on retention.
- Demonstrated ability to prioritize and manage multiple projects, manage expectations, and complete deliverables in a timely manner with exceptional attention to detail.
- Ability to apply independent judgment on complex issues and resolve problems effectively.
- Ability to adapt to changing business priorities.
- Strong organizational, management, and analytical skills.
- Demonstrated leadership success in a large organization, with a proven ability to drive retention efforts.
- Exceptional written and verbal communication skills.
- Excellent public speaking skills.
1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization, social work, urban development projects, real estate, public administration, or a related field, of which two years must have been in a field directly related to neighborhood improvement such as housing, community organization, urban renewal or planning, or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or
2. Education and/or experience equivalent to "1", including part-time and/or volunteer experience.
