Agency Description:

The New York City Department of Housing Preservation & Development (“HPD”) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners. HPD is tasked with fulfilling the Mayor’s Housing New York: A Five-Borough Ten-Year Plan to create and preserve 200,000 affordable units for New Yorkers at the very lowest incomes to those in the middle class.
Your Team:
The Division of Economic Opportunity and Regulatory Compliance (EORC) supports HPDs mission by reviewing the integrity of applicants seeking to work on HPD-supported projects and ensuring contractors comply with applicable labor and employment obligations. The division also assists HPD in implementing and enforcing socioeconomic diversity and inclusion requirements, and related programs, for procurement and development projects receiving financial assistance from the Agency.
Your Impact:
As Director for the SEAS unit, you will serve under the direction of the Assistant Commissioner with great latitude for independent action or the exercise of independent judgment, is responsible for the analysis, design, development, implementation, enhancement, maintenance and security of database management systems, operating systems, data communications systems, applications, mobile applications, websites, and/or related software functions. Diagnoses problems and communicates technical issues to technical and non-technical audiences. Creates, maintains, and implements source code and may participate in application analysis and testing. Prepares program specifications and diagrams, develops logic flowcharts, and documents program development and revisions. May supervise a unit engaged in work related to the above areas or may independently perform related work of a highly complex, technical nature.
Your Role:
Your role will be to manage the daily operations of the Systems Administration & Engagement Services unit. Additionally, the director will be responsible for performing or overseeing the execution of the following tasks:
- Create quarterly reports for executive management to quantify work done by the Unit.
- Serve as liaison with HPD Tech on all division technical and system matters,
- Develop and streamline automated reports that tracks program performance and key performance metrics,
- Develop and manage outreach strategy for meeting key program and policy priorities including M/WBEs, Section 3 businesses, etc.
- Manage outreach coordinators tasked with supporting the division’s fair housing outreach and education programs.
- Provide training and technical support to developers, contractors, sub-contractors, and internal and external partners utilizing the Division’s data and compliance systems.
- Design and lead regular training for business entities engaged in activities related to the Division’s initiatives on topics including fair housing, prevailing wage, and other labor law requirements.
- Facilitate the division’s fair housing outreach and education programs and act as liaison with internal and external partners.
- Provide training and technical support to enable unit directors to perform sophisticated data analysis and identify new areas of data collection.
- Make recommendations to executive management to obtain efficiency in the utilization of staff.


Minimum Qualifications

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.

- Exceptional project management, organizational, analytical, quantitative, and qualitative skills. - Proficiency in data analytic including Power BI, Tableau, advanced excel, R, SAS etc. - Excellent verbal and written communication skills. - Strong attention to detail. - Exceptional presentation and interpersonal communication skills. - Demonstrated ability to meet deadlines and manage multiple projects. - Candidates should have a minimum of four years of supervisory and managerial experience, a record of achieving results in a fast-paced environment, experience managing programs as well as seeking ways to improve programs and procedures. - Candidates must be able to assess situations and persuade with concise specific solutions. - Ability to work independently and create effective teams.
