The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Control & Engineering (TCE) is responsible for administration, engineering and operations related to the installation, manufacturing, maintenance and removal of signs, flexible bollards, moveable barriers, in-house traffic sign production and other traffic control devices. The office draws on the expertise and talents of engineers, sign designers, planners, inspectors, IT experts, analysts, and others to help the agency achieve Vision Zero and other city goals.
TCE is seeking to hire an experienced and highly capable Transportation Specialist III to serve as the Director of Street Name Signs. As Director of Street Name Signs (DSNS), the candidate will be responsible for managing a $10M contract comprising of 45,000 street name signs citywide and supervising a staff of five inspectors and other supporting staff. The DSNS will coordinate with the contractor concerning billing and work orders and will monitor contractor’s performance and prepare contractor’s performance evaluation reports. The candidate will review and approve contractor’s invoices, ensure that the contractor operates within contractual limits, and provide technical expertise to contractors and subcontractors. The DSNS also coordinates with the Contract Development unit to prepare change orders and time extensions. The DSNS reviews new Street Name Sign contract document and prepares engineering estimates. The candidate will prepare regular summary reports to higher management on contract performance. The DSNS will manage a team of five inspectors and assign daily work, review, and approve work on pre-inspection, work order generation, and post inspection. The candidate will manage street name sign orders in SIMS and coordinate with IT to help improve the system. The candidate will review and approve street name sign work orders and create and manage all street name signs within SIMS, perform data analysis, submit vendor payments, and track expenses in FMS. The DSNS prepares comprehensive reports and data analysis for auditing process by both internal and external auditors. The candidate will also address street name sign 311 and ARTS requests. The DSNS will also perform related work at the request of the Assistant Commissioner, Executive Director, and Director of Policy & Operations.

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or
5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.
SPECIAL NOTE:
In addition to meeting the minimum Qualification Requirements above:
To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.
To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
