The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.
DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.
HERO is the sole 24/7 DHS organizational unit that identifies and secures shelter for families and single adults who apply for emergency housing assistance. Strategic Initiatives is responsible for the opening and closing of the agency’s flexible capacity, consisting primarily of commercial hotels. The HERO Strategic Initiatives team has opened hundreds of commercial hotels with the goal of increasing and maintaining flexible capacity for both the Single Adult and Families with Children populations at DHS as well as the transfer and transportation of our clients throughout the shelter system.
The Department of Homeless Services (DHS) is recruiting one (1) Administrative Director of Social Services NM-II to function as Director of Strategic Initiatives who will:
- Supervise the day-to-day relationship management of the Agency's hotel portfolio across all client populations by approving, tracking, coordinating and leading conversations with stakeholders to ensure that the agency has sufficient flexible capacity to meet the legal mandate for shelter.
- Assist with the oversight of DHS Intra-Agency MOUs execution and other contracts.
- Monitor and manage contract actions, invoicing and negotiates MOUs between the provider, the hotel and DHS.
- Review contracts and amendments.
- Manage monthly invoking for reimbursement by checking for accuracy and approving for Finance.
- Oversee the reconciliation of rooms (in hotels utilized as flexible capacity)
- Supervise, train, monitor multi-level staff and distribute work activities as needed as well as hold a conference with staff to ensure they have been briefed on any changes in processes.
- Provides oversight to staff who coordinate transfer and transportation for clients from intake centers to their conditional placements, from hospitals to isolations sites, and from old shelters to new density reduction sites.
Hours/Schedule: Monday – Friday 9 am-5pm (24 hour on call; may work some weekends).
ADMINISTRATIVE DIRECTOR OF SOC - 1005C
1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or
2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.
- Possess presentation skills. - Knowledge of Microsoft Office. - Ability to prioritize tasks and delegate appropriately. - Possess strong analytical and problem-solving skills.
