Job Description

The Office of Performance Management & Data Analytics (OPMDA) reports critical statistics and data related to the Department of Homeless Services (DHS) as well as to Human Resources Administration’s (HRA) operations and program services.

OPMDA is requesting to hire one City Research Scientist IV-A to function as the Director of Special Projects Reporting & Analytics who will lead, plan and develop the methodology for designing, implementing and managing high-level projects and analyses on the changing nature of social, demographic and economic factors that affect the agency’s population and evaluation of the programmatic and fiscal impact of proposed administrative and legislative policy changes to support implementation of HRA, DHS, and Mayoral initiatives and reforms as it relates to the mission of the agency.

The City Research Scientist IV-A will:

- Manage the Special Projects and Analytics Unit which supports the Community Food Connections (CFC) and Investigation Revenue & Enforcement Administration (IREA) in monitoring and evaluating program outcomes, as well supports the production of essential intergovernmental reporting initiatives. The team works to establish measurement indicators, implements management reporting tools and strategies to monitor performance, and carries out critical public reporting initiatives.

- Collaborate with program areas to develop specific indicators that will be used by the Commissioner and executive staff to evaluate program performance, and to facilitate decision-making focused on improving service delivery.

- Oversee the development of performance measurement tools, the production of performance monitoring reports, and the provision of analytic and data support to DSS/HRA program areas.

- Be responsible for the direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with agency and Mayoral strategies and goals.

- Lead meetings with various project teams, steering and executive committees and vendors. Determine project/program plans and executive summaries; ensure regular updates are delivered to Executive staff.

- Direct staff supporting, monitoring, and managing mid/large-size projects. Identify resources necessary for efficient, effective project completion. Utilize appropriate project management methodologies.

- Conceptualize and provide methodological framework for research and project designs and direct staff in the performance of highly skilled professional work in areas of development of programs and services in accordance with research and data-based findings.

- Advise the Deputy Commissioner of OPMDA concerning data, reports and programs submitted to the Commissioner, Chiefs and Executive staff. Oversee the preparation of specific data, analysis and reports that support agency policies and procedures and support the Commissioner’s goals.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Project management experience. - Data analysis and reporting skills. - Knowledge of social service program. - Supervisory experience in the budget area within Government Agencies. - Knowledge of Federal, State and local/city policies and mandates. - Strong verbal, written communication and interpersonal skills.
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
