Reporting to the Public Safety division, the Director of Public Safety Emergency Management (PSEM) Strategic Programs responsibilities will include:
- Manage/supervise assigned staff including timecard approval, workload distribution, performance evaluations, tasks & standards, etc
- Perform standard project and program management duties including project reporting, scheduling, risk & issue management, document control, resource allocation, quality assurance, etc;
- Create project charter and scope statements, weekly status reports and other project deliverables;
- Ability to review project deliverables for completeness, quality, and compliance with established project standards
- Provide support to the PMO Director by following PMO methodologies and processes, industry best practices, vendor management, etc;
- Represent the IT Programs division to Executive Management, other OTI units and external agencies;
- Assist in establishing programs technology roadmap and strategy execution;
- Provide input and support on resource utilization, service delivery, and administrative matters affecting the PS IT Programs division;
- Establish and maintain inter-agency and cross-agency activities, support and relationships;
- Manage resource utilization based on project prioritization and project requirements;
- Conduct interviews and associated new hire documentation. Ensure the on boarding of staff and consultants is coordinated properly;
- Ensure that staff and consultants adhere to new standards, procedures, and methodologies;
- Assist in project adjustments as business requirements, scope, and budget demand;
- Counsel and support staff in project decisions, disputes, prioritization, escalations;
- Mentor team members in setting, monitoring, and achieving career goals;
- Handle special projects and initiatives as assigned.

HOURS/SHIFT:
Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or
2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.


Preferred Skills

The successful candidate should possess the following: 8-12 years of project management experience including significant experience with the following: - Experience with formal SDLC and business analysis methodologies for custom 3-tier web applications, as well as proprietary or customized out-of-the-box systems - Experience with the unique issues and needs of an enterprise-wide interface and technical architecture - Ability to develop project team members (e.g., soft skills, technical skills, career, etc.) and conduct performance reviews - Experience presenting to and communicating with executive level management, and guiding staff in the same - Ability to manage all aspects of a project, including providing overall guidance and direction, overseeing financial management, and seeing tasks through to completion with minimal guidance - Ability to document and communicate progress against plans, taking corrective action as necessary - Ability to review project deliverables for completeness, quality, and compliance with established project standards - Ability to manage client relationships and negotiate changes to commitments/requirements and advise staff on the same - Aggressive and proactive management of vendor deliverables, budgets, and risks and issues - Ability to work well with technical and non-technical resources - Ability to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project - Ability to demonstrate supervisory, decision-making, teamwork, communication, and organization skills - Ability to handle multiple tasks under tight deadlines.

New York City residency is generally required within 90 days of appointment.
