The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to roughly 1 in 16 New Yorkers across over 177,569 apartments within 335 housing developments through public housing, Section 8, and PACT/RAD programs.

The Department of Resident Services, Partnerships and Initiatives (RSPI) engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; supports NYCHA s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.

The Office of Public-Private Partnerships builds collaborations with the private, public, and philanthropic sectors to support NYCHA’s goals of preserving public housing and improving resident access to community-based services and opportunities.

NYCHA’s Resident Services, Partnerships and Initiatives Department (RSPI) is seeking a strategic communications and customer service professional with 5-7 years of experience managing partnership and client relations teams. This role, the Director of the Office of Public and Private Partnerships (OPPP), will report to the Senior Director of Community Partnerships and will oversee three main Teams:

- The Community Relationships Team is a group of Community Service professionals who support partnerships and programming related to NYCHA’s community spaces.
- The Strategic Partnerships Team is a group of Customer Experience professionals who develop current - and solicit new - partnership opportunities to support NYCHA residents.
- The Partnerships Administration Team is a group of Development and Administrative professionals who support grant lifecycle management, Accounting and Human Resource needs for the programs and initiatives housed in OPPP.

The ideal candidate for the Director of OPPP role will have:

1. A background in strategic communications, negotiations, client relations, development and/or customer experience development.
2. Managed at least 3 direct reports and/or a small Team, using regular check-ins, success criteria and feedback sessions to guide and grow performance.
3. Demonstrate success building and growing a new client-facing Team from inception, through process planning and documentation, to tracking of measurable outcomes.
4. Participate in large-scale data and trend analyses to determine new programming and partnership plans 1-, 3- and 5-years out.
5. Previous experience negotiating multi-stakeholder partnerships and/or sponsorship deals, projects or productions, particularly working with social service and not-for-profit partners.
6. Experience developing, implementing, and clearly documenting strategic plans for a client or partnership program.
7. A proactive approach to communications, “leading the narrative” through preemptive Team and stakeholder updates, regularly paced reports and strategic planning.
8. Comfort delivering clear, concise, and digestible updates to executive staff and important external stakeholders.
9. A working knowledge of city and/or government organizations or have worked in complex private corporations that adhere to regulatory and legal parameters.
10. The ability to survey and advise on the functioning of NYCHA community facilities, including repairs, funding coordination between external stakeholders and relationship management of all interested parties.
11. Flexibility and creativity in Team building; this is a newly forming Team and the Director is expected to use previously knowledge collaboratively, in conjunction with their managers, to develop new success criteria and processes for the department.
12. The ability to make regular field visits to NYCHA’s housing developments across the five boroughs, as well as visits to other NYC and NYS agency offices and partner meetings.
13. Familiarity with NYCHA’s resident population.
14. Intermediate proficiency with database, slide deck and spreadsheet digital tools, fluidity with Microsoft Office Suite and previous usage of CRM platforms.

Minimum Qualifications

1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or
2. A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or
3. A satisfactory equivalent combination of education and experience.
