We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.
Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

PROGRAM AND JOB DESCRIPTION:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS's work includes testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
The bureau's 450+ person staff works across the following collaborative programs: Administration, HIV, Policy and External Affairs, Racial Equity and Social Justice Initiatives, STI, and Viral Hepatitis. BHHS seeks a highly motivated, organized, and collaborative leader to serve as Director of Programs, providing day-to-day oversight and operational support to the BHHS's HIV, STI, and Viral Hepatitis Programs, which comprise the majority of the bureau's staff. The Director of Programs will report to BHHS's Assistant Commissioner and work alongside the Assistant Commissioner and BHHS leadership to ensure these Programs are supported to function optimally and collaboratively, and that BHHS is well-positioned to implement its strategic priorities and ultimately achieve its mission.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Supervise and support Program Directors of BHHS's HIV, STI, and Viral Hepatitis Programs to leverage and amplify strengths and resources; advance the integration of work and activities across the HIV, STI, and Viral Hepatitis Programs to improve the combined impact of their work to address the local epidemics of HIV, STIs, and viral hepatitis; develop and promote initiatives that optimize cross-program collaboration.
Provide administrative reinforcement to the HIV, STI, and Viral Hepatitis Programs to ensure their operational needs are met, and that the Programs' activities comply with institutional and citywide administrative guidelines and policies.
Support the Assistant Commissioner and Program leadership to update and implement long-and-short range strategic and jurisdictional plans to address HIV, STI, and viral hepatitis in New York City, helping to ensure that the bureau remains effective in advancing key priorities and remaining responsive to the needs of New Yorkers in a dynamic health services landscape.
In close collaboration with the Office of the Assistant Commissioner and bureau leadership, monitor and support progress of individual Programs' activities, ensuring appropriate and measurable goals and objectives, working to scale critical initiatives and programming that responds to community needs and promotes community relations, and addressing challenges.
Work with the Assistant Commissioner and BHHS leadership to update and disseminate bureau-wide operating policies, procedures, and protocols for staff.
Provide strategic and operational support to the HIV, STI, and Viral Hepatitis Programs related to funding opportunities, ensuring resources align with and support BHHS priorities and mission.
As part of the BHHS leadership team, support and monitor progress toward internal bureau-wide goals and strategic priorities, as well as bureau goals for agency-wide initiatives. As needed, lead or support cross-bureau work groups to advance these activities.
Serve as deputy/designee and as strategic advisor to the Assistant Commissioner, including through: reviewing and approving documents; providing programmatic support for BHHS-wide procurements; responding to external requests for information; supporting and advocating for staff needs related to professional development and well-being; and representing BHHS in NYC DOHMH and external-facing meetings and activities.

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational

Self-starter who is a highly motivated, dynamic, and strategic thinker with proven leadership and management skills. Demonstrated ability to manage or oversee complex concurrent projects and effectively address nuanced programmatic challenges. Experience synthesizing and interpreting various public-health related data sources, and soliciting stakeholder perspectives, to inform decision-making. Demonstrated ability to initiate, cultivate, and sustain relationships with diverse stakeholders within NYC DOHMH and within the community to support the bureau's work. Readiness to foster and amplify a culture of collaboration toward shared goals. Solid knowledge and experience within public health or a related field, with a strong preference for individuals with professional or lived experience related to HIV, STI, and viral hepatitis testing, prevention, care, and treatment interventions and technologies, and for individuals with experience working in a public health program. Excellent written and oral communication skills. Demonstrated understanding of the structural inequities that shape public health outcomes at the individual and community level, and a readiness to generate equity-centered solutions that support both the bureau's workforce and the communities it serves. Positive attitude, perseverance, and flexibility in the face of institutional and other barriers, and enthusiasm for the work. Willingness to lead, support, and collaborate through challenging situations.
New York City residency is generally required within 90 days of appointment.
