Job Description

Established in 1805, the New York City Department of Health and Mental Hygiene (the NYC Health Department) is the oldest and largest health department in the country. We serve as the population health strategist, and policy, and planning authority for the City of New York, while also having a vast impact on national and international public policy, including programs and services focused on food and nutrition, anti-tobacco support, chronic disease prevention, HIV/AIDS treatment, family and child health, environmental health, mental health, and racial and social justice work, among others.

Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:

The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings.

BCAARE is organized into six offices including Behavioral Health Emergency Preparedness and Response; Community Engagement and Training; Consumer Affairs; Data Aggregation, Translation and Analytics; Policy and Planning; and Administration + Operations. Key bureau programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), Resilience and Emotional Support Team (REST), and public health education regarding mental health Parity.

The Office of Community Engagement and Training (OCET) has two main arms that help BCAARE approach its mission by conducting community outreach to identify mental health priorities, developing culturally and linguistically accessible mental health learning events and materials (Community Planning and Engagement), and exploring opportunities for developing and implementing programs to reach and help connect disproportionately burdened communities to mental health services and supports (Program Development, Implementation, and Assessment). OCET seeks a Director of Program Development, Implementation, and Assessment to lead the charge of this unit.

RESPONSIBILITIES:

Reporting to Senior Director of Office of Community Engagement and Training (OCET), the Director of Program Development, Implementation, and Assessment (PDIA) will serve along with the Director of Community Planning and Engagement to help research, coordinate, and actualize the mission of the office. Specifically, the Director of PDIA will assume leadership for grant research, development, execution, and evaluation including oversight, management, and evaluation of the SAMHSA PEDY initiative, BRY, and other special project(s). The Director of PDIA will play a key role for helping OCET to create pathways for integrating the work of PDIA with that of the Community Planning and Engagement team, and across the bureau.

When called upon, the Director support OCET’s Senior Director, sometimes taking a lead role to research, design, create, and lead a team of managers to engage diverse communities in conversations to meet the behavioral health needs of New Yorkers; and assist in management of the office using digital media techniques, performance measures, and systematic evaluation methodology.


- Provide oversight to research, development, implementation, management, and evaluation of grant opportunities in keeping with OCET and BCAARE mission.

- Manage PEDY and other grant research, development, implementation, and evaluation.

- Integrate the work of the unit with public health training implementation and performance of the Office of Community Engagement and Training.

- Manage OCET’s database to report on programmatic performance data for agency leadership’s internal and external stakeholders.

- Act as liaison to execute programmatic functions such as identifying and enlisting partners and key stakeholders.

- Use survey tools to develop evaluation tools for OCET-related functions.

- Oversee and manage program management software, data reporting and program Evaluation for OCET projects.

- Participate with BCAARE’s evaluation team to review outcomes throughout program duration.

- Evaluate and manage budget and associated contracts to ensure program needs are being met.

- Evaluate and monitor monthly progress by creating and reviewing program and productivity metrics.

- Supervise PDIA unit staff to achieve program objectives and outcomes; including direct supervision of PDIA team leads.

- Hold regular team meetings and one on one supervision meetings with direct reports.

- Provide regular reporting to the Senior Director on the programs’ progress.

- Strategize with other OCET leadership to integrate functions, identify new communities for outreach, and adjust to community and provider needs behavioral health awareness and supports.

- Develop and report action items, project timelines, and programmatic metrics to the OCET, Senior Director.

- Other tasks, as assigned.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.


Preferred Skills

- Experience using PDSA and/or other quality improvement tools to inform ongoing program development. - Knowledge of census data, social determinants, community or well-being indicators. - Excellent project management and written and oral communication skills. - Strong program and behavioral health domain knowledge - Experience in training management and organizational skills such as logical models and strategic planning. - Excellent writing, administrative and interpersonal skills. - Demonstrated experience in developing and evaluating program policies and procedures - Competency in Microsoft Office (Word, Excel, and PowerPoint).
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
