The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. The Division of Youth and Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles (e.g., youth) awaiting disposition in family, criminal, and supreme courts.
Responsibilities will include, but are not limited to:
Procurement and Contract Management:
- Develop and implement policies, protocols, standards, and business processes for effective contract and procurement management.
- Oversee and manage procurement requests, including determining best procurement methods to meet the needs and facilitating procurement process.
- Manage and create Key performance indicators (KPIs) related to procurement timelines, from request to fulfillment.
- Support creation and planning of annual procurement plans with program areas.
- Collaborate with other managers across the agency to ensure alignment and high-quality service delivery and support to vendors.
- Monitor vendor performance and compliance with contractual terms and conditions.
- Prepare contract analyses and reports, including analyzing utilization rates.
- Review financial and statistical invoice data to ensure adherence to agency policies.
- Support the management of reports, including fiscal analysis, as requested by senior management.
- Contribute to the development of annual performance evaluations.
- Analyze incident, program, and other performance data to enhance evaluation methodologies and ensure accuracy, timeliness, and integrity of evaluations.
Budget Management:
- Ensure procurement requests and needs are within spending plan.
- Manage and update spending plan and divisional budget as new needs arise.
- Support preparation and submission of new need requests.
Team Leadership and Development:
- Manage, train, and support the development of a team of contract managers.
- Oversee staff performance, ensuring timely and accurate completion of deliverables.
- Foster a culture of continuous learning, collaboration, and professional growth within the team.
Stakeholder Management:
- Liaise with Finance, Procurement, Program leadership, Quality Assurance, and contracted providers to ensure effective and efficient service delivery.
- Collaborate with stakeholders, including oversights, to address issues, resolve conflicts, and enhance partnerships.
Project Management:
- Develop and implement project plans, ensuring accuracy and timeliness of deliverables.
- Accountable for the successful execution of projects related to procurement and budget management.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
