To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:
The Division of Human Resources, led by the Assistant Commissioner of HR for the Department of Housing Preservation and Development, works closely with all offices to achieve the agency’s mission. The Division of Human Resources includes the following operational units:

Your Impact:
The selected candidate will serve as the Director of Procurement who will report directly to the Executive Director for the Division of Human Resources. Under minimal direction, with wide latitude for independent initiative, judgment and decision-making, manage complex fiscal administration, overseeing and directing a staff responsible for all fiscal and procurement services, ensuring that these activities within the procurement unit run effectively and efficiently.
Your Role:
The Director will serve as oversight for procurement of goods and services, overall responsibility for procurement actions based on the OTPS budget and bureau needs including, contracts, micro-purchases, service agreements, etc. The Director will ensure compliance to all existing Procurement Policy Board rules, Agency Chief Contracting Officer and Comptroller rules and regulations. Additionally, the candidate will collaborate with all units in HPD in the management of procurement metrics across the bureau to produce concise reports and recommendations for improvements; work with Senior Leadership on all levels to perform needs assessments, develop fiscal year spending plans, analyses, and reports. This position will supervise staff engaged in all phases of the procurement process, including but not limited to coaching, training, and mentoring.
Your Responsibilities:
- Manage all HR agency-wide contracts to ensure efficient execution, compliance with regulations, and alignment with agency goals, covering services such as translation, interpretation, temporary staffing, and advertising.
- Oversee budget codes, funding allocation, and financial forecasting to maintain control over various budgets, ensuring expenditures align with agency targets and taking corrective actions as needed.
- Implement and maintain efficient operating procedures for contracts, addressing all aspects from onboarding and payroll management to compliance training and issue resolution.
- Review and process invoices promptly within a 30-day timeframe to prevent delays, ensuring alignment with HR and Fiscal department requirements.
- Communicate with stakeholders and external partners to maintain clear and consistent communication with vendors and program areas, providing feedback and collaborating to optimize workflows and address any process challenges.
- Oversee the procurement of supplies, promotional items, and essential services like college degree verification, drug testing, and psychiatric evaluations to support HR operations.
- Manage contract review and strategy meetings with the ACCO’s office to identify challenges and solutions on procurement matters.
- Manage the preparation and handling of payment packages and work closely with the Fiscal Payment team to ensure the timely processing of invoices.
- Provide guidance to stakeholders on procurement rules and regulations, ensuring all processes comply with legal standards and providing guidance to stakeholders to mitigate risks during audits or potential legal challenges.
- Manage and oversee the organization and monitoring of fiscal payment reports and documents and ensuring timely registration of contracts or purchase orders.
- Promote increased utilization of City-Certified M/WBE vendors and assist in the achievement of other initiatives related to procurement.
- Oversee and manage procurement staff, ensuring efficient workflow, adherence to procurement guidelines, and effective coordination to support the agency's operational needs.
Preferred skills:
- Extensive knowledge of the procurement/contracting process and New York City Procurement Policy Board rules.
- Strong contract management and administration skills overseeing and negotiating contracts.
- Working knowledge of information City-specific IT applications including FMS, Passport, etc.
- Knowledge of negotiation of best practices, both in-person and in written format.
- Strong leadership and change management skills.
- Ability to build partnerships with senior staff, managers, supervisors, and employees, and operate as a trusted advisor.
- Advanced analytical and reporting skills.
- Excellent interpersonal and communication skills.
- Maintain and update internal procurement database.
- Perform other duties as required to ensure that procurements are completed on schedule.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
