The Mayor’s Office of Immigrant Affairs (MOIA) was established pursuant to the New York City Charter to promote the well-being of immigrant communities. To achieve this, MOIA serves as a bridge between city government and immigrant communities; advises and assists in developing and implementing policies designed to assist immigrants and speakers of languages; and supports and enhances the ability of city agencies and offices to serve these immigrant populations. MOIA’s work cuts across a broad range of issues citywide and MOIA works closely with cities around the country and the world to promote innovations in immigrant access to services. MOIA is seeking one (1) Deputy General Counsel M2 to function as a Director of Policy and Legislative Affairs.

The Director of Policy and Legislative Affairs leads the office’s policy team in providing analysis and recommendations to MOIA leadership and MOIA staff on legislation, policies, and program initiatives that support immigrant rights and immigrant integration. The Director maintains subject-matter expertise on relevant topics, and also leads a team of policy staff who conduct research and evaluation, track federal, state, and local developments, regularly engage with City partners and outside advocates and experts, and drive MOIA’s legislative agenda.

The Director of Policy and Legislative Affairs will:

- Lead the most robust policy team of its kind in the country in supporting the continued development
and implementation of innovative policies and programs promoting immigrant wellbeing

- Formulate and carry out MOIA’s legislative agenda, in consultation with a wide range of partners
and stakeholders

- Lead preparation for City Council and state legislative hearings, in partnership with content experts
on hearing subject matter

- Worki closely with the Commissioner and other senior-level communications and outreach leads at
MOIA to provide legal and policy analysis and recommendations on strategic priorities

- Maintain subject-matter expertise and familiarity with local and national developments on topics
relevant to immigrant rights and immigrant integration, which could include immigrant health access,
development and implementation of local policies promoting trust and public safety, privacy and
confidentiality, and/or civic engagement

- Supervise the growth of MOIA’s original demographic data research and evaluation projects.


Minimum Qualifications

A license to practice law in the State of New York is required. In addition, candidates must have:
1. Five (5) years of full-time executive-level experience in the practice of law subsequent to admission to the Bar, of which two (2) years must have been in the direction and control of broad legal and legislative programs; or
2. Education and/or experience equivalent to "1" above. However, all candidates must be members of the Bar and must have the broad legal and legislative experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
