The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Street Furniture Unit (SFU) is responsible for the planning, installation, procurement, and maintenance of bike parking, benches, leaning bars and wayfinding signage for pedestrians, cyclists, and transit riders throughout New York City. The goal of these programs is to make the city more walkable, bikeable, and vibrant. The Unit is responsible for NYC DOT s Bike Parking, WalkNYC Wayfinding Signage, and Seating programs.
Under the direction of the Assistant Commissioner, with wide latitude for independent judgement, the Director of Policy and Innovation will lead and facilitate collaboration among various units to conduct comprehensive studies on design, operational processes, and policy interventions, and be a dependable and well-informed resource on unit projects encompassing pedestrian enhancements, cycling and micro-mobility, street safety, and related concerns. The candidate will conduct in-depth project analysis regarding Strategic Improvement Projects (SIPs) and associated programs, and manage, develop and evaluate metrics for projects within OSIP. Responsibilities will include: managing and providing support for pilot programs to identify and assess novel geometric and operational designs, along with the initiation of new citywide initiatives related to bike parking and other projects; identifying and evaluating emerging data collection tools and resources that enhance the quality of data collection efforts; and creating a comprehensive vision for an integrated data collection program designed to improve the operational efficiency of the units and identify and explore innovative designs, technologies and techniques to enhance the functionality of streets. The candidate will also manage a dedicated team of two full-time staff members with the potential for team expansion in the future and be responsible for ensuring adherence to all agency safety rules and regulations in creating a safe work environment for themselves and colleagues, ensuring all safety equipment and gear are used and worn properly where/when required.

Preferred Skills:
Minimum 3-5 years’ experience managing intra-agency, inter-agency, and other teams on large, complex projects, demonstrating strong collaborative tendencies. Thorough knowledge of the City’s pedestrian and bicycle infrastructure and furnishing issues. Through knowledge of NYCDOT’s review and installation procedures. Experience with CAD, Adobe Suite and/or graphic design software desirable. Candidates should also have experience in budgeting, grants management, managing staff, and working to advance projects in a complex regulatory environment. Excellent written, editorial, and verbal communication and presentation skills.
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or
2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial
experience.
