The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The New York City Department of Correction is seeking a highly motivated, collaborative and goal-oriented individual to join the Policy & Procedures Unit (PPU) in the role of Director of Policy Administration. The Policy & Procedures Unit is positioned within the Strategic Initiatives Unit to support critical programs designed to improve systems and encourage institutional reform. The Policy & Procedures Unit is responsible for the administration of all Departmental policy documents, as well as drafting policy updates and revisions in accordance with industry standards and correctional best practices. Reporting to the Executive Director of Policies and Procedures unit, the Director will play a key leadership role in overseeing a team of analysts and technical writers dedicated to improving the Department’s policy management system.
The selected candidate’s responsibilities will include, but not be limited to, the following:
- Supervise a dedicated team of policy analysts, researchers, and advisors.
- Review, revise, and edit all drafts of directives by authors throughout the Department.
- Work closely with staff at all ranks including senior leadership.
- Manage intra-agency workflows to ensure all policy is up to date and conforms to existing laws and
standards.
- Respond to internal and external requests regarding policy matters.
- Maintain an archive of Departmental directives and orders.
- Develop innovative methods and structures to effectively manage all Departmental policy documents.
- Identify opportunities for process improvements and efficiencies.
- Ensure policy compliance with regulations at the local, state, and federal levels, as well as correctional
best practices and industry standards
- Make informed recommendations to align policy and program efforts with Departmental priorities.
- Coordinate and liaising internal stakeholders to ensure policy objectives are achieved.
- Assess current policy documents for revision or update based on regulatory oversight or legislative
action.
- Develop expertise in jail operations, protocols, and procedures.
- Prepare reports, memoranda, presentations, or other methods of communication-related to policy
implementation.
- Identify and escalate issues and risks to appropriate stakeholders and prepare relevant
reports/documentation.
- Attend and lead meetings on behalf of the Executive Director.
- Build and maintain effective relationships with a wide range of individuals, including internal and
external stakeholders; and
- Perform special projects and related duties as assigned.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
- Master's Degree from an accredited college in Public Administration, Criminal Justice, Public Policy, Psychology, Law, or a related field. - Experience drafting and reviewing government policies. - Supervisory experience in a group, community, educational, or institutional setting. - Ability to implement and lead new technological systems. - Flexibility to be on call after business hours and on weekends. - Experience managing teams with diverse skill sets and backgrounds. - Outstanding analytic, problem-solving, and creative thinking skills. - Strong interpersonal skills along with excellent written and verbal communication skills. - Proven ability to successfully guide and manage multiple high-priority projects simultaneously. - In-depth knowledge of current criminal justice reform initiatives and citywide goals and objectives. - Ability to work quickly under pressure and strict deadlines while still ensuring a high-quality work product. - Experience and proven ability to cultivate partnerships with diverse stakeholders and - Ability to prioritize tasks and to delegate them when appropriate.
