Strategic Performance and Innovation (SPI) is the operational and analytical arm within the Office of Citywide Procurement responsible for information systems management, project management, program administration, and budgetary responsibilities, and is the center of innovation working to improve performance, increase efficiency, and realize productivity gains while aligning with citywide strategic goals, overall agency responsibilities, and policy initiatives.

DCAS seeks a Director of PMO/P-Card to oversee procurement projects, manage the JP Morgan Purchase Card Program, and implement Citywide Enterprise Print Management for all city agencies. They will collaborate with IT, supervisors, and subject matter experts to ensure timely and budget-compliant task completion. Duties include but are not limited to the following:

- Oversee and manage projects for line-of-service and unit-specific tasks. Track timelines and manage tasks for all assigned projects, identify project risks, and develop plans to reduce those risks.
- Assess change requests from client units and determine how they will affect timelines and scope, then make recommendations.
- Reporting on the progress of assigned projects to the line of services unit lead, SPI and OCP Senior leadership.
- Draft, review, and finalize all project-related documents such as project charters, work plans, risk management plans, and change management plans.
- Lead meetings with stakeholders and SMEs to identify project goals, scope, and requirements.
- Oversee and assist in the activities performed by business analysts and review work products such as requirements gathering, process analysis and mapping, and drafting proposals for process improvements.
- Assist with change management and training activities as necessary.
- Manage strategic planning activities with LOS units, lead conversations with LOS staff to generate unit-specific short-term and long-term strategic plans.
- Draft and review documents to implement strategic plans and relevant activities such as fishbone diagrams, mission/vision statements, SWOT analyses, RACI matrices, etc.
- Assist LOS units in implementing their strategic plans and consult with LOS unit leadership regarding strategic planning and relevant activities.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

Possess demonstrated fluency with the following (or similar) platforms/technology: CRM Dynamics, Salesforce, Procurement Systems/Operations, MS Project/MS Visio, Office suite, PowerBI, MS SQL. - Knowledge of procurement practices, principles, terms and conditions, and contract law and City systems such as Financial Management System (FMS) and PASSPort. - PMP/CSM Certifications - Project and Program Leadership with Strong Cross-Functional Communication, Risk Mitigation, and Process Improvement. - Possess experience and technical ability in policy analysis, writing, and communicating technical concepts to non-technical stakeholders a commitment to being a team player with strong communication skills and the ability to disseminate findings through written and verbal communication.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
